The work location for this role can be located at any of the main regional offices within the Exelon Utilities (ComEd, IL or PHI in DC or BGE, MD or PECO, PA).

PRIMARY PURPOSE OF POSITION

Provides strategic leadership, governance, oversight, and development of a portfolio of Exelon Workforce Development programs that pursue economic equities in underserved and under-resourced communities by addressing key focus areas including STEM education and awareness, barrier reduction and elimination, opportunity creation and partnership and thought leadership through coalition building, policy advocacy, and authentic community engagement.

Develops and manages performance criteria to assess impact of programs and initiatives. Provides necessary governance and oversight, while collaborating closely with Exelon Business Unit Workforce Development teams who own responsibility for program strategy and execution in local jurisdictions and communities.

Plays an essential role in building national relationships, serving as a point of contact for initiatives and partners in corporations, nonprofits organizations, labor unions, industry groups, trade associations, etc. and serves as a conduit of information and feedback from the external stakeholders. Represents Exelon Workforce Development initiatives externally and internally to audiences including the general public, other companies, public officials, foundations and professional associations. Regularly interfaces with corporate executives, other departments, business units, and non-profit community organizations to communicate the workforce development value and impact.

Responsible for directing and managing staff to accomplish the activities listed above while developing an environment that promotes equity, compassion, diversity, high productivity and professional development.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

* Lead the execution of the Exelon Workforce Development (WFD) strategy and the strategic focus areas. Provide governance and oversight to the Exelon WFD portfolio, ensuring that operating company programs/initiatives are linked to and advance the enterprise WFD priorities.
* Develop/design programs that address economic inequities in underserved and under-resourced communities. Leverage WFD best practices, partnerships, research, data to create programs that drive positive community impact.
* Coach, partner and collaborate with operating company teams providing expert-level advice in tailoring and implementing programs/initiatives in local jurisdictions. Facilitate collaboration among operating company teams, internal stakeholders, and external partners to drive maximum impact in communities.
* Identify appropriate measures to assess and drive community impact. Researches current issues and trends in economic inclusion to emulate and adapt and differentiate world-class practices through benchmarking techniques. Produce quarterly dashboards and annual reports that monitor progress and impact. Recommend adjustments to strategy, programs or initiatives as necessary to maximize impact.
* Communicate Exelons WFD efforts, story and impact to appropriate internal executives, internal employee groups, and other key stakeholders. Partner with Exelon communications business partners to develop and deliver essential internal and external corporate level messaging.
* Identify and develop national partnerships to advance community impact. Develop a national consortium focused on WFD and addressing economic inequities to drive an ongoing national dialogue on this critical work.

POSITION SCOPE

This position is responsible for managing the annual budget and a staff.

* Position requires a strategic thought leader that has demonstrated the ability to collaborate and create alignment across a matrix organization.
* While overseeing a team, this is an active working director role requiring significant individual contributions in delivering to the teams accomplishments
* Governance and oversight that WFD activities throughout Exelon are linked to the broader mission and objectives.
* Sharing best practices and lessons leaded across Exelon
* Position has direct contact with external constituencies such as current/and/or prospective customers, shareholders, vendors, regulatory, environmental agencies.

Qualifications

MINIMUM QUALIFICATIONS

* Bachelors degree
* 12 years of leadership experience
* 8 years of direct work-related experience, specifically in developing, administering and/or evaluating workforce development programs or programs focused on addressing economic inequities; Understanding of economics disparities, especially among populations in underserved and under-resourced communities
* Experience leveraging data analysis and reporting to drive decision-making and impact for workforce development programs.
* Experience in and understanding of systemic barriers and biased institutional practices and the impacts of such structures on underserved and under-resourced communities and the corresponding economic consequences.
* Excellent project and program management experience. Demonstrated ability to understand business drivers and implement supporting strategies
* Experience demonstrating the skills to develop and deliver formal presentations and other communications to internal and external clients such as customer, other departments, public groups, and/or community organizations.

PREFERRED QUALIFICATIONS

* Graduate degree
* Extensive experience developing and/or implementing community strategies and initiatives.
* At least 6 years experience in public relations, communications, advertising, media relations and/or certification in Public Affairs and in handling community and philanthropic activities/programs.
* Exceptional experience with strategy, people management, and partnerships for impact
* Experience with cost/benefit/ROI analyses
* Demonstrated leadership experience including successful matrix management. Ability to build a team and inspire, motivate, coach, mentor and guide others toward goal accomplishments. Able to lead complex work deliverables across a matrixed environment
* Expert ability to synthesize complex data and analysis into clear, concise, executive-level presentations that frame decision options concisely. Experience in executive level reporting on strategic initiatives, developing and delivering effective executive presentations
