The Emergency Response Specialist is responsible for emergency response (ER) which includes overseeing the onsite fire brigade and equipment, spill response and all other emergency response efforts within the terminal. This position oversees the emergency preparedness of the terminal and ensures Energy Transfers strong safety culture is maintained and operational goals are achieved.
Essential duties and responsibilities:
To perform this job successfully, an individual must be able to perform each essential job duties satisfactorily. The requirements for this position are listed below:
* Manage and monitor the Energy Transfer Houston Terminals emergency response programs, policies and procedures to achieve company goals and objectives and ensure a robust response capability for the terminal.
* Facilitate and supervise spill, fire and rescue training for the emergency response team employees and other pertinent operations employees.
* Conduct all OPA 90 drills and exercises with terminal staff and 3rd parties as required.
* Conduct ER field audits to ensure compliance with company policy, procedure and government regulatory requirements.
* Complete annual and periodic updates and reviews of the Facility Response Plans.
* Oversee the Emergency Response annual budget while managing contracts, reviewing proposals and awarding work to contractors for ER projects.
* Participate in Incident Management System (IMS) investigations, Job Observations and Audits and assist with the resolution and development of countermeasures and corrective actions.
* Work closely with terminal management and field operations to create a productive and positive flow of emergency response and firefighting information.
* Maintain close relationships with CIMA and other local agencies on behalf of ET- Houston Terminal.
* Ensure all spill and firefighting equipment are tested, maintained and in good working order.
* Follow and maintain knowledge of relative NFPA, EPA and CFR regulations and ensure compliance within the facility.
* Coordinate with terminal environmental representative during spill response
* Work closely with the Safety Specialist as needed.

Requirements:
Education and/or Experience, Knowledge, Skills & Abilities: To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:
* The Senior Specialist requires a bachelors degree,HS diploma or equivalent work experience and 8+ years of job-related experience
* Demonstrated working knowledge of NFPA and EPA regulations as they pertain to emergency response and firefighting.
* Experience serving as an EMT/Firefighter
* Experience working with emergency response in an oil field and/or industrial setting.
* Ability to perform incident investigations using appropriate techniques and to identify and correct root causes
* Possesses strong interpersonal, communication and time management skills.
* Extensive Firefighting, Emergency Rescue and Spill Response experience.
* Ability to organize and manage multiple priorities in a potentially stressful environment.
* Have strong knowledge of safety standards and relevant regulations
* Proficiency in MS Office Suite (Word, Excel, PowerPoint and Outlook)
* Ability to think critically, solve problems independently and exercise excellent judgement and common sense
* ICS 100,200,700 and 800 training certifications
* 40 Hazwoper training certification
* Maintain a valid drivers license and a safe driving record satisfactory to the company
Working Conditions:
* Ability to lift, push, and pull 50 pounds.
* Ability to work in changing climate conditions and a plant environment.
* Ability to work in close quarters: i.e., work while kneeling, squatting, sitting, climbing, and standing.
* Ability to adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protections, footwear, FRC).

Energy Transfer LP provides energy-related services in the United States and China. The company owns and operates approximately 9,400 miles of natural gas transportation pipelines and three natural gas storage facilities in Texas; and approximately 12,200 miles of interstate natural gas pipelines.
