Job Purpose:

This role will be responsible for the overall management of Global CPBs GRC (Governance Risk and Compliance) MCA Program. The role will be responsible for the identification and management of operational risks, execution, and monitoring of controls and driving the effort to address control design, effectiveness and monitoring strategies to create a robust, comprehensive and sustainable MCA/GRC Program. This position will play a critical role to ensure the risk profiles within the CPB businesses are fully understood and managed appropriately.

Responsible for managing the overall mapping of gaps/key issues/operational losses, update MCA content, ensure proper governance, report and deliver documentation to address policy and regulatory compliance and create a long-term sustainable process.

This role will report into Global GRC/MCA Architect.

The role is highly visible and therefore has a critical part to play in meeting key Citi regulatory deliverables, ensuring best business practices and enhancing the CPB risk and control framework to help businesses stay within key compliance risk appetite measures.

Job Background/context:

CPBs MCA/GRC structure involves encompasses eight MCA Governance Entities covering all Regions and Global Products. The candidate will be involved in analysing and providing project management deliverables and other information to support regulatory or audit reviews when applicable and have involvement, if not lead, post program reviews for key initiatives.

Key Responsibilities:

Managers Control Assessment (MCA) Program Management Tasks

* Support the Global CPB MCA Architect in ensure CPBs compliance with all aspects of the GRC program
* Lead role in the day to day management of GRC (Governance Risk and Compliance) MCA Program. This includes hosting the regular global calls involving all CPB MGEs, AUs, Control Functions representations as well as other stakeholders, as needed.
* Lead role in identifying opportunities and developing enhancements to the MCA Program Management process.
* Provide oversight of MCA Program, participate in challenges and other operational risk reviews
* MCA output analysis, working with operational risk data to produce evidence based proposals and conclusions..
* CAP management; ensure all CAPS are properly opened, and closed on a timely manner.
* Responsible for the oversight of the appropriate integration of Operational Losses and Issues into GRC.
* Assist with Internal Audit or Compliance queries in relation to CPB Global MCA/GRC Program.
* Monitor and manage program risks, issues, assumptions and dependencies whilst escalating to senior management as required.
* Oversee program plans and tracking of progress and changes.
* Build strong relationships with key stakeholders across ICG / CPB / ORM.
* BRCC, MCA reporting and the coordination of testing - key objective is to ensure all gaps identified are address

Enterprise and Standard MCA Profiles

* Manage the review process, applicability and adoption of Enterprise MCA Profiles (EMP), including aligning with Risk Categories, impact of RIM and Policies to form Citis Standard Control Inventory.
* Manage Global CPBs Standard MCA Profile, in alignment with the business profile, RIM and EMP development.
* Ensure completeness and quality of new EMP and SMP content aligned to Citis Risk Taxonomy.
* Align control standards through EMPs and SMPs to Citis Internal Policies.
* Lead and enhance EMP and SMP governance processes based on user feedback, strategic priorities and regulatory expectations.
* Validate new EMP content ready for user socialization for potential improvements in usage of shared controls and potential overlaps with existing EMP content
* Chair EMP change management forum.
* Analyze outputs of Enterprise MCA Profiles implementation and adoption in order to manage overall EMP pipeline and keep only relevant content active.
* Establish effective communication with various stakeholders in the bank on all aspects related to Enterprise MCA Profiles.
* Develop metrics and performance measures to assess quality, completeness and adoption of EMP and SMP content.

* This role plays a leading contribution to the strategic coordination and direction of the CPBs control framework. The role is global in nature and will entail developing relationships and working with senior stakeholders across multiple business and control functions.

Knowledge/Experience:

* Minimum of 5 years experience in project planning, tracking, delivery and reporting.
* Minimum of 5 years relevant experience in working within a risk, control, compliance, legal or audit function.
* Experience working with business stakeholders across multiple businesses, regions and support functions.
* In depth knowledge of risk and control frameworks and embedding control standards across large-scale organizations.
* Detailed oriented with analytical skills, as the role requires a large amount of data manipulation and presentation. Expert in Microsoft Office Tools.
* Candidates should have an in-depth working knowledge of risk management and operational risk control practices.
* The candidate should have experience in project management and the ability to effectively synthesize and communicate complex business issues to senior management and partners in Legal, Operations, and Compliance
* Excellent planning and task management skills; capable of seeing the bigger picture as well as strong focus on day-to-day execution.

Qualifications:

* Advanced degree preferred in accounting, risk, finance, business or legal disciplines.
* Proven operational risk management experience and leadership skills.
* Proven program/project management and leadership skills on large, complex projects.
