You will lead the Distribution Program Management Project Controls team within the T&D Organizational Unit. Provide consultation, guidance, insights, and mentorship to other Project Controls staff and partners in the areas of highly complex or unique cost management which lack precedents and require the application of advanced project controls principles. A day in the life - Get ready to think big, work smart and shine bright!

* Lead highly complex analytics required in areas of cost controls (cost) for a portfolio of major and/or multi-year projects and/or programs.
* Prepare and present results, alternatives, and/or recommendations to support strategic long-term business decisions, to manage project costs, and to mitigate potential risks to a portfolio of major and/or multi-year projects and/or programs that have major impacts to the Company.
* Provide the required technical oversight and guidance, to ensure the Project Controls (Cost) workgroups are consistently meeting the Service Level Agreement (SLA), are in compliance with a common set of standards and internal controls and are operating effectively and efficiently over time. This includes:
* Overall responsibility in creating, maintaining, and communicating project controls (cost)-related standards, guidelines, procedures, work instruction, forms, and templates to meet the SLA.
* Evaluation of standards and internal controls effectiveness through their lifecycles incl. on-going risk assessment, mitigation, and controls across project controls (cost) workgroups.
* Quality assurance of project controls products and services including, but not limited to, implementing/performing performance metric, root cause analysis, and lessons learned to ensure Project Controls (Cost) are operating effectively and efficiently over time.
* Act as the technical Single Point of Contact (SPOC) on behalf of the workgroups in this highly specialized engineering discipline:
* Provide advice, guidance, insights, or consultation to internal and external stakeholders on highly complex and innovative solutions, often lacking precedents, to drive strategic decisions and optimize OUs performance (both operational and financial).
* Work with internal and external auditor to uncover strengths and weaknesses of project controls (cost)-related standards and internal controls. Accordingly develop/implement solutions and provide responses to auditors on observations and lessons learned.
* Work on or represent SCE in various regulatory or professional settings (e.g., litigation, research and development, white paper publication, and recommended practices).
* Oversite over the development and maintenance of budgets, forecasts, and expenditures for a large portfolio of major or multi-year projects and/or programs

Qualifications

The essentials

* Bachelors Degree in engineering or other related technical discipline (Mathematics, Financial engineering, Accounting).
* Five or more years of experience in cost project controls.
* Five or more years combined experience performing or in a supervising function.

The preferred

* Master's Degree in a scientific/technical/business disciplines.
* Demonstrated experience in Project Management, Project Controls, and Construction Management, or equivalent experience. Utility construction/CA regulated/regulatory/EPC experience desirable
* Demonstrated knowledge, ability and experience with SAP or similar Enterprise Resource Solutions application
* Certified Cost Professional, Project Management Professional, Professional Engineer, or equivalent credential(s)
* Advanced knowledge, ability, and experience with regulations, guides, standards, codes, technologies, methods, practices and advanced project controls engineering principles.
* Advanced knowledge, ability and experience with Microsoft software (e.g., Word, Excel, PowerPoint, Access, and Visio)
* Advanced knowledge with Project Controls software (e.g. Project, Primavera and Contract Manager)
