On our Community & State Strategy Office team, this Strategic Quality Manager will collaborate with our Response Director, Proposal Development Training Director, Proposal Directors, Proposal Managers and Writers to develop highly competitive and strategic questionnaire responses to complex C&S RFPs. This includes attending strategy meetings, writer calls, review meetings and conducting a complete quality review of the questionnaire drafts prior to bid submission.

This Strategic Quality Manager will also be expected to own the editing and any re-writing of final responses to ensure the articulation of our value story along with key strategic messaging themes are readily identifiable in the proposal responses. They will provide feedback to content managers to ensure the database responses reflect our most recent updated capabilities and strategic approach. Strategic Quality Managers will also be asked to assist with training design and delivery based on current business needs or trends along with policy and procedure maintenance.

This Strategic Quality Manager will direct the creation of a quality rubric and standard by which the writers will be scored and measured as well as proposal development projects, activities, resources & tools, and ownership of maintaining processes for current and future quality requirements.

Primary Responsibilities:

* Assist with the creation of Proposal Quality Management P&P and quality standards for the Proposal Development team
* Understand the unique needs of each RFP by reading through the entire RFP, attending all strategy and review meetings, and writer calls.
* Release of the RFP, review State Strategy documents, pre-RFP readiness materials and competitive analysis to understand the key strategic goals and state priorities
* Collaborate with the assigned Proposal Director and Proposal Manager to develop documents and tools for each specific project, including project assignments, schedule team members and meeting structure, among others
* Assist the writer by potentially writing and reviewing strategic questions throughout the process and/or providing suggestions and alternatives.
* Conduct a complete end to end review prior to the draft date, which may include the re-writing or re-positioning of final responses. Consider all elements of the proposal documents, including financial responses, network analysis, attachments, executive summary/cover letters, and any other supporting documentation.
* Ensure policy preferences have been applied and updated prior to release
* Work with the Director of Proposal Training to design, develop and deliver trainings to all required teams. Trainings will include new hire training (products, capabilities and process), a mentoring program, ongoing product and services training, ongoing product and capabilities training and strategic writing and positioning training
* Regularly identify trends, coaching opportunities and related training needs for department and specific team members. Conduct one-on-one education sessions with individuals or work with team leads to conduct coaching.
* Review competitor RFPs obtained through the Freedom of Information Act (FOIA) process during non-peak periods
* Identify areas of improvement based on information gathered through the FOIA process or recent trends. Apply appropriate positioning based on competitor strengths and weaknesses
* Convey key themes in a coaching/training environment

Required Qualifications:

* 5+ years of experience in a healthcare insurance RFP environment
* 5+ years in-depth industry knowledge writing customized and creative responses to complex RFP questions
* Experience working in a matrixed environment

Preferred Qualifications:

* Bachelor's Degree in English, Business Administration or related discipline or equivalent work-related experience
* Managed care / Medicaid experience
* MS SharePoint proficiency
* Certified Project Management Professional (PMP)

Colorado Residents Only: The salary range for Colorado residents is $79,700 to $142,600.
