SUMMARY:

Works independently to develop, implement, and supervise the execution of process improvement efforts. Duties require a high degree of accuracy, judgment, initiative, and sound technical understanding of ES&H processes, procedures, policies, functional training, video production and automation tools that support the GBU and Project ES&H efforts.

Applicant should have:

Comprehensive experience in writing and overseeing the production of training, marketing and communication tools.
Experience in interviewing, recruiting, adult training, and development of personnel.
Broad knowledge of environmental, safety and health functions and awareness of the unique considerations each function has with regard to learning and development, marketing, and communication.
Understands corporate ES&H processes and procedures.
Supports a multitude of corporate learning and development and six sigma needs and initiatives.
Trained in leadership and supervisory techniques.
Understand budgets and works within parameters of schedule and cost.
When required, assumes the role of Manager of Process Improvement and related responsibilities.

JOB DIMENSIONS:

A. Supervision Received

Receives administrative supervision and technical guidance from the GBU ES&H Manager.

B. Supervision Exercised

Supervises and provides technical oversight and direction to subordinate process improvement specialists and other assigned personnel.

C. Contacts

Maintains relationships across ES&H and with relevant functional representatives to coordinate the implementation of ES&H process improvement functions on projects and facilities and to keep them advised of changing ES&H issues/processes.
Maintains contact with job site and other Global Business Units (GBU) based personnel to keep them informed of ES&H issues.
Works closely with corporate, GBU, and project ES&H personnel, as well as functional learning and development organizations, through process improvement management.

ESSENTIAL JOB DUTIES:

Provides input and recommendations to the corporate-wide missions, goals and strategic objectives for process improvement for ES&H across Bechtel. Understands and applies the ES&H Management System approach to process improvement activities.
Plans, develops, coordinates, and directs process improvement activities including, but not limited to:

Online and instructor-led training materials.
Design for functional marketing and communication tools and resources.
Third-party vendors to provide process improvement tools where applicable such as course design, translation services, subscription services and other departmental supported outside resources.
Departmental corporate-wide correspondence, alerts and bulletins.

Supervises, coordinates, directs and reviews the work of process improvement specialists and assigned personnel and delegates work to meet completion dates.
Participates in and/or leads, at manager’s discretion, department staff meetings and advises if tasks are on schedule or adjustments need to be made.
Prepares or directs the preparation of learning, training and marketing (e.g., brochures, media, and print materials).
Ensures that work being performed is within the scope of services and budget and ensures support staff is working within parameters of budget and schedule.
Coordinates with process improvement manager and/or corporate ES&H management to obtain approval on work.
Supports projects with specialized training requests.
Supports process improvement manager on corporate development needs such as employee skills requirements matrices and training initiatives.
Performs performance reviews for subordinate personnel and provides appropriate on-the-job training and/or resources for their professional development.
Identifies problems and exercises discretion and independent decision-making with regard to process improvement activities and tasks.

JOB KNOWLEDGE:

Bachelor’s Degree in Environmental Safety and Health Management and 6 years of related work experience or in lieu of a degree, 12 years of relevant work experience.
Functional Experience developing programs for ES&H, conducting ES&H training.
Project Experience developing and implementing ES&H programs and processes.
Technical knowledge of computer-based training development and web-based software and development.
Technical knowledge of Adobe Suite desktop publishing software, SharePoint web developer, FrontPage programming code, and Flash incorporation into training products.
Advanced Technical knowledge of video production software such as Camtasia or Adobe Affects
Advanced Technical knowledge of Articulate Engage, Storyboard and Rise 360
Knowledge of learning and development systems, applications of both ES&H and automation methods, and application of computers to associated process improvement tasks.
Knowledge of industry and regulatory standards, practices and criteria pertinent to ES&H learning and development needs.
Knowledge of government regulatory record keeping requirements.
Experience and proficiency in matters of business administration including the preparation of budgets and schedules.
Demonstrated skill in group presentations.
Demonstrated skills in oral and written communication.
