Position: Specialist Program Scheduler

Administers the controls of schedules on contracts requiring Earned Value Management (Cost schedule control system). With little supervision and working within broad established guidelines and procedures, plans for the orderly completion of objectives on assigned programs. Prepares integrated schedules for all budgeted work, incorporates changes, challenges inputs to the schedules from the control account managers, and aggressively resolves issues. Helps in development and preparation of resource loaded project-level Master Schedules. Obtains, analyzes, and incorporates monthly status information and prepares accompanying narrative reports. Types of schedules to include Gantt charts, network diagrams, and milestones schedules. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines. Assist other planners in solving issues and developing processes for the business.

Essential Functions: Responsibilities

Develop integrated master schedules using IMP, SOW and WBS.
Perform Driving Path Analysis, Critical Path Analysis, Schedule Risk Analysis, and Schedule Metric Analysis - such as BEI, CEI, Late Start/Late finish
Conduct DCMA 14 Point analysis and other related schedule validations.
Create High Level Schedule Charts for monthly Internal Program Reviews
Perform and advise CAMs of Schedule Risk Analysis (SRAs).
Makes/drives substantial improvements to systems and processes.
Utilizes Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.
Attend and lead scheduling status reviews and conduct briefings with senior leaders, which requires ability to communicate matters of importance to the function or business area.
Lead creation of Integrated Program Management Report (IPMR) Deliverables as required

Qualifications:

Bachelor's Degree and minimum 4 years of prior relevant experience or 2 years post-Secondary/ Associates Degree and a minimum of 8 years of prior related experience. Graduate Degree and a minimum of 2 years of prior related experience.

Requires knowledge of the Earned Value Management System (EVMS) or similar business process
Prior experience in planning and scheduling.

* Ability to communicate clear, both verbal and written, at all levels within the company.

US Citizenship is required for this position, able to obtain DoD clearances if required.

Bachelor's Degree in Business or Finance strongly preferred.

Experience working in a DOD environment and to the requirements of military Earned Value Management processes and related requirements and/or specifications is desirable.
