This is a Test Evaluation and Support Team contract position (TEST2) contract position at the NASA - White Sands Test Facility. This position may be assigned to Jacobs Technology or a teammate company.

The unit specialist will be responsible for maintaining the computer and networking equipment in the department of Geographic Information Systems. The unit specialist will act as a site coordinator and will be responsible for all White Sands Test Facility (WSTF) GIS/GPS architecture. The specialist will work with multiple teams across the site to include, but not limited to, environmental, facilities, safety, and test areas as well as all NASA centers. Prepares and maintains documentation that is current and accurately reflects the GIS application architecture, components, and software revision levels as appropriate. Investigates new and innovative ways to apply technology to departmental activities. Participates in short-term and long-term computer planning. Authors geospatial data structures, sustains data management, and initiates data coordination through user groups and data stakeholders. Familiar with Mapping Grade GPS equipment, and data collection and differential correction techniques. General knowledge and understanding of web mapping applications, web servers, web site management tools, browsers and other internet-related software. Provides geospatial analysis as requested. Have a complete grasp of spatial data concepts like projection, topology, networks, etc. Provides GIS related computer assistance and training to department members. Ensures that all equipment is functioning properly and efficiently. Reports error conditions and follows through to resolution. Provides end-user assistance regarding GIS hardware, software, operating systems and local area network (LAN) operating systems. Installs and modifies client/server operating systems hardware, middleware and software. Provides GIS systems related batch programming to automate routine tasks. Writes, maintains, and supports batch or script programming. Acts as a liaison between the departments and Computing Services to resolve problems and represent the needs of the departments. Position involves field work which may be located in hazardous areas and may require use of an All-Terrain Vehicle (ATV).

QUALIFICATIONS
Position requires a BS in Computer Science, Urban Planning, or Geography with a minimum of four (4) to six (6) years of experience or MS degree and three (3) to four (4) years of related experience, or Ph.D. from an accredited college or university. Must have experience with the following: ArcGIS Desktop 10.5.1, ArcGIS Server 10.5.1, Microsoft SQL Server, ArcGIS Pro, ArcGIS Portal, Trimble TSC3 Data Collector, Python/VBA Scripting and GIS Model Builder.

Essential Functions:

UNUSUAL OR SPECIAL PHYSICAL REQUIREMENTS OF POSITION

Will be required to climb stairs in order to access equipment for trouble shooting. May be required to wear breathing protection (respirator), hearing protection, eye protection and other associated personal protective equipment. Position may involve extended periods of sitting or standing. Physical requirements are: sitting, walking, standing, extensive use of stairs, and access to remote structures. Typically required to lift and hold up to 30 pounds. Position is located on a hazardous testing facility; must be able to quickly evacuate buildings in the event of an emergency.

DESCRIPTION OF WORK ENVIRONMENT

Desk/office work approximately 60% of the time and field work the remaining time. Will be required to work inside and outside throughout the test complex. Position requires individual to travel to different areas on site. Walking on uneven terrain including paved areas, gravel/rocks, and dirt/sand is required to access various locations on the facility. All work must be completed in a safe manner in accordance with NASA and Company safety standards.

EQUIPMENT AND MACHINES INVOLVED IN WORK TASKS

Computer work required. Strong knowledge of Microsoft programs such as Word, Excel, Powerpoint, and Project is required. Use of calculator, printer, fax, scanner, telephone, filing cabinets, and other standard office equipment is required. Operation of a government motor vehicle may be required.

CRITICALITY OF ATTENDANCE

Regular attendance and punctuality as scheduled is required. Occasional overtime may be required in support priority assignments as determined by management or customer needs. Personnel in the branch are cross-trained to allow for normal planned vacation and sick leave.

OTHER ESSENTIAL FUNCTIONS

Must be able to communicate effectively with individuals at all levels of the organization. Must work well under pressure to meet deadline requirements. Dress must be appropriate for the position and not pose a safety risk or hazard to the employee or others in accordance with NASA and Company policies. Must be a U.S Citizen. Must possess a valid state driver's license. Must pass a Federal background investigation. Must be able to pass a physical examination as determined by the NASA White Sands Test Facility and the Company for the job classification. Must submit to pre-employment drug testing. Must maintain site access to NASA facilities and computer systems.
