Job Description
Specific Responsibilities and Skills for Position:
Gilead Sciences is currently seeking a Manager in the Development Business Operations Department. This position will require the ability to apply critical and innovative thinking to the performance of administering accurate and timely payments to investigators participating in our Gilead Sponsored clinical trials in a high volume, fast paced environment with a strong focus on being the Sponsor of Choice to our investigators.
Essential Duties and Job Functions:
* Manage and oversee the work of individuals, who contribute to accurate and timely clinical investigative site payments, and may indirectly manage matrix teams as appropriate. Manage, mentor and provide guidance to junior level clinical payments staff and contractors.
* This role manages and completes complex to non-routine clinical contracts and finance processes
* Key focus will be facilitating accurate and on time payment, investigator payment administration, Sunshine Act Compliance, and customer service to internal and external stakeholders including the clinical operations teams and investigators.
* Manages CRO and Site Contracts Functional Service Provider relationships in conjunction with success payment of investigators paid by Gilead as well as for those countries where Gilead has outsourced payment administration to a CRO.
* Works with internal stakeholders in establishing payment arrangements for each clinical trial. Coordination and interaction include interface with Site Contracts Team, Clinical Operations, Clinical Systems, Data Management, Legal/Business Conduct and Accounts Payable.
* Develop a robust talent development plan in alignment with functional growth strategies of the department, and performance management of team.
* Identify risk, develop mitigation strategies, alternative solutions, resolve issues, action item follow up, etc. in collaboration with cross functional and/or matrix teams.
* Manage payment related process activities to support rollout and optimization of clinical systems, reporting tools, and payments. Assess project performance to monitor the progress of the projects, identify and quantify variances, perform required corrective actions and communicate to all stakeholders.
* Partner closely with business users and EBS IT on the specification, documentation, validation, and implementation of payments systems and optimization projects.
* Ensure documentation and validation practices are consistent with departmental guidance and company policies. Develops spreadsheets and tracking tools.
* Manages investigator payment activities for multiple clinical development programs.
Assists other Development Business Operation personnel in resolving moderately complex issues relating to global payment administration. Trains Development Business Operation personnel in payment administration
* Develop and facilitate clinical payments training. Act as the Subject Matter Expert of clinical payments to business partners and stakeholders globally. Assess knowledge and/or quality gaps of clinical payments staff and determine appropriate training plans and/or needs in collaboration with management team.
* Review, develop, and manage workflow and work process standards to ensure that clinical payment activities are in compliance with the regulatory and company requirements. Participates in establishing departmental and cross-functional policies and procedures.
Required Education/Skills/Experience
* 7+ years of experience with a BA in a relevant discipline. 5+ years of experience with a MS/MBA in a relevant discipline
* Demonstrated track record in people management required
* Relevant experience typically includes contract negotiation and/or clinical finance
* Experience leading the implementation clinical payments systems in a clinical research or clinical data management environment required
* Demonstrated problem-solving and critical thinking skills, attention to detail, and performance of duties.
* Demonstrate excellent verbal, written, and interpersonal communication skills
* Knowledge of Sunshine Act Requirements is desired
* Demonstrated competency managing projects from inception to completion.
* Excellent written and verbal communication skills and interpersonal relationship skills including negotiating and relationship management skills with ability to drive achievement of objectives
* Demonstrate strong understanding of regulatory and legal issues pertinent to clinical development
* This role must be able to interact on high level with the clinical team, Business Conduct, Internal Audit, and Compliance to provide oversight of clinical budgets
* Demonstrate a solid understanding of the regulatory implications of contracts as related to clinical research
* Completes tasks and projects under minimal supervision
* Travel may be required
Preferred Skills/Experience
* This role demonstrates an in-depth knowledge of clinical research functions, payment administration and financial tracking.
* Expertise in setting up payees in financial systems desirable as well as knowledge of Accounts Payable functions.
* Experience working in a regulated industry preferred.
* Proven successful project management leadership skills.
* Excellent understanding of Clinical Research procedures while addressing issues with impact beyond own team based on knowledge of related disciplines.
* Ability to interact professionally with all organizational levels, across functional areas and across global regions
* Excellent knowledge of Clinical Trial Management Systems (CTMS) systems
* Ability to adapt to new technologies and rapidly changing environment
* Develop peer, cross functional and cross business relationships to maximize best practice sharing and team effectiveness.
* Develop relationships and leverage them to influence change.
* Support and solicit input from team members at all levels within the organization.
