General Dynamics Information Technology -Federal Civilian Divisionis searching for a Senior Logistics Analyst Liaison to join our team to support the Department of Army.This position is based in Frederick, Maryland.
This position allows the opportunity to work REMOTE from home during COVID pandemic restrictions. Once it is safe to return to work, and restrictions are lifted, this position will work 100% onsite at Fort Detrick, Maryland.
Primary Responsibilities
The Senior Logistics Analyst - Fielding Liaison will support the Warfighter Health, Performance and Evacuation (WHPE) PMO at the U.S. Army Medical Materiel Development Activity (USAMMDA) as follows.
* Work with the Holistic Health and Fitness (H2F) system Team to analyze and interpret program documents. These activities include:
* Create plans, timelines, and performance metrics to ensure end product quality for the users.
* Ensures effective and economical acquisition and sustainment of systems throughout the system life-cycle.
* Constantly monitor program timelines, development, testing, delivery, support, and disposition.
* Coordinates between the different program disciplines to keep all parties informed of program status.
* Manage the lifecycle sustainment of assigned Army assemblages and associated equipment.
* Coordinate with other directorates and outside agencies to formally transition items through the lifecycle, i.e. coding, testing, acquisition, vendor management, formal documentation across DoD programs.
* Provide technical input, build slides, and draft documents (Life Cycle Sustainment plan) to support to acquisition presentations and documentations in support of major milestones, program reviews, prepare contract documentation to include but not limited to market research, acquisition strategy, performance work statement, purchase request, justification & approval or other program presentations
* Research and analyze the Table of Distribution and Allowances (TDA) and the Table of Organization and Equipment (TOE) and make investment decisions in support of force structure, using the following databases: Force Management System Web Site (FMSWEB), Logistics Information Warehouse (LIW), Medical Services Information Logistics System (MEDSILS), Army Equipping Enterprise System (AE2S), and General Fund Enterprise Business System (GFEBS), Theater Enterprise Wide Logistics System (TEWLS), Global Combat Support System-Army (GCCS-Army).
* Perform multiple logistics actions to support the acceptance of medical CB materiel into the Army, Navy, and Air Force wholesale system to include requesting for a national stock number (NSN), and when needed, working with the Product Support Manager on type classification and a new Line Item Number (LIN), and assisting in the preparation of the Table of Organizational Elements Basis of Issue Plan, and Feeder Data.
* Prepare Requests for Information, Logistics Support Agreements, Task Assignment Memorandums, Memorandums of Notification, and Letters of Instruction as required to support all fielding actions.
* Prepare and provide analysis and recommendations to improve fielding processes upon request.
* Assist and/or provide technical guidance for the pre-processing, staging, inventory, and hand-off of materiel to gaining units.
* Inspect materiel at the production facility prior to each assemblage delivery and initiate discrepancy-reporting procedures, as necessary. Coordinate these activities with the PM, COR and KO of the procurement action. Travel to the facility no fewer than 4 times.
* Confirm the receipt of end items (with basic issue items), non-expendables, durables, expendables, and the support packages at the gaining installation ensuring the accountability of equipment is maintained throughout the fielding process.
* Submit SF 361, Discrepancy in Shipment Report IAW AR-55-38, Reporting of Transportation Discrepancies in Shipment for any damages identified as transportation related, in coordination with the local installation transportation officer. Ensure the gaining unit secures the defective materiel until notification of appropriate disposition by the consignor when applicable. Determine the disposition and execute the corrective action with the approval of the PM.
* Prepare and deliver a Materiel Fielding After Action Report to the Government upon completion of each fielding mission.
* Coordinate Class VIII re-supply requirements with supported units and local support agencies, (i.e. local Medical Treatment Facilities, local Medical Logistics units) as required prior to transition to the Life Cycle Management Command (LCMC).
* Participate in special projects as required.
REQUIRED QUALIFICATIONS:
* Bachelor's Degree in related discipline, or the equivalent combination of education, professional training, or work experience.
* 5+ years of related lifecycle logistics experience, medical or non-medical.
* Excellent oral and written communications skills required.
* Must have experience with Microsoft Office, to include MS Outlook, MS Project, MS PowerPoint, MS Excel and MS Word.
* Must be U.S. citizen and be able to obtain a T1 .
PREFERRED QUALIFICATIONS:
* Prior knowledge and usage in the Cloud Equipping (cQuiP) program, formerly known as the Standard Study Number-Line Item Number Automated Management and Integrating System (SLAMIS).
* Theater Enterprise Wide Logistics Systems (TEWLS) experience preferred.
