Job Description
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
This positions acts as the primary HR lead for a project HR department and joint venture company, relying on home office support to effectively administer HR policy and procedure as appropriate for member company and JV employees. Position will also interact with partner company HR resources as appropriate.
The purpose of this position is to oversee a team of Human Resource professionals supporting a business or several businesses, or oversee/manage a specific Human Resource discipline, activity, program or process. This position has the responsibility to implement HR strategies, and initiatives throughout project, office, or local business line to improve workforce performance. Typically this position is responsible for one or more significant corporate projects with budgetary responsibility, including the development or implementation of policies, procedures, and methods designed to enhance the ability to attract and retain qualified employees
The purpose of this position as HR leadership for a project HR department and joint venture company is to effectively manage the day to day HR management activities of the joint venture, supporting both member company personnel and JV craft. This requires appropriately interfacing with member company HR teams working outside the project location, member company/JV leadership at project site, subcontractor HR as appropriate, and effectively managing regulatory responsibilities as they relate to the contract and project location.
Serve as a link between management and employees by handling questions, interpreting and administering policies and helping resolve work-related problems
Ensure compliance with the project contract as related to HR & HR compliance items
Advise managers on organizational policy matters, and recommend needed changes
Act as resource to respond to queries regarding Human Resource policies and procedures and applicable country regulations
Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations
Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organizational personnel Human Resource policies and practices
Support preparation and monitor budgets for Human Resource operations
Support change management with a focus on employee engagement and retention
Serve as internal consultant to managers, supervisors and employees on personnel issues that affect performance and business relationships
Manage and deliver HR presentations and initiatives internally within Fluor and externally
Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities and meet deadlines
Elevate areas of concern to senior leadership both at the project and corporate level
Support the day to day hiring and processing of JV Union craft personnel, including but not limited to:
o I9 and E-verify Compliance
o HRIS System (data integrity)
o Project Personnel Files
o Certified Payroll Reporting
o Compliance Reporting
o Federal Compliance Reporting, as applicable and in conjunction with corporate compliance (i.e. VETS 4212, EEO-1, FHWA 1392)
o Affirmative Action Plan administration
o On the job training tracking and assistance as necessary
Facilitate onboarding activities for project hires and intercompany transfers to site
o Project Welcome Emails and Communications
o Project Orientation Presentations
o Overview of site policies, reporting structures and general information personnel need to effectively handle job duties
Communicate regularly, internally within Fluor and externally (i.e., candidates, partner company HR teams, benefits providers, external vendors, etc.)
Interpret and communicate global Human Resource initiatives and strategy and design processes for implementation into regional tactical plans and instruction
Mitigate risk
Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
Maintain compliance with all applicable policies, procedures, and global standards
Conduct Employee Relations investigations as necessary ensuring proper protocol and coordination with partner company HR as appropriate
Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
Effectively develop and apply the Core Skills to the job
May need to travel to attend to business related matters
Meet expectations on attendance and punctuality

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

Preferred Qualifications
Advanced degree or global equivalent preferred
Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), Global Professional in Human Resources (GPHR) certification, or applicable HR accreditation
Demonstrated problem solving, judgment, and conflict resolution skills with the ability to provide high quality independent analysis, conclusions, and recommendations
Demonstrated ability to be discreet with confidential company and employee information
Experience providing consultation to managers and HR staff about HR strategy and program implementation
