Job Description

The Program Director for Strategic Control Initiatives will partner with the broader ICRM teams, business partners, technology and global functions to drive the implementation of strategies, tactics and action plans to meet Citi ICRM mission requirements, consistent with Citis risk appetite. This includes open, constructive communication, sharing of ideas and suggestions, active listening, pro-active participation and enhancing overall engagement of managers and employees. As a representative and extension of the Citi ICRM brand, this person enhances the safety and soundness of Citi by developing trusted networks, engaging in information sharing and best practice evaluations. This person is responsible for assessing complex issues, structuring potential solutions, and driving to resolution with senior stakeholders. Demonstrated experience and success in transformational change management processes and practices is necessary.

Specifically the role is responsible for:

* Coverage of the Technology & Data Compliance Transformation Workstream, focusing on the building best-in-class systems and tools architecture that enable effective management of compliance risks and analytics-driven insights.
* Set regulatory transformation and remediation strategy for compliance risk and control framework and drive completion of key outstanding issues.
* Actively participate in and drive Regulatory meeting agenda to provide updates on key remediation activities and promote effective communication with Regulators.
* Establish partnership and communications protocol with Citis Global Regulatory Engagement team to ensure consistency in approach and communications across the group.
* Define agenda and own development of strawman presentation materials to be leveraged by ICRM participants in Board and regulatory meetings, in order to ensure consistency of messaging. Create process to ensure all final materials being used are reviewed prior to sending to the regulators.
* Assume primary responsibility for drafting Regulatory Response Letters (primarily U.S. Regulators).
* Provide strategic advice and credible challenge to the ICRM Senior Leadership regarding defining and managing ICRM strategy, goals, performance indicators and strategic initiatives. Guide the leadership team through the prioritization, definition, documentation, agreement and tracking of key functional goals, strategies and plans. Trouble-shoot and problem-solve emerging ICRM management challenges and issues through to resolution.
* Directing the design, development, delivery and maintenance of best-in-class Compliance, programs, policies and practices for ICRM.
* Translating ICRM strategy and goals across Citis clients, products and geographies in a succinct and clear manner, providing direction and guidance on the programs.
* Providing oversight and guidance over the assessment of complex issues, structures potential solutions and drives effective resolution with other senior stakeholders internal and external to ICRM.
* Overseeing the identification and assessment of Citis key compliance risks. Ensuring compliance risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the banks risk appetite statement and all policies and processes established within the risk governance framework.
* Working collaboratively with senior Citi management across business and functional lines in recommending, developing and executing on business initiatives within permissible statutory and regulatory frameworks.

Qualifications:

The candidate should have:

* Extensive financial services knowledge across a variety of products and functions having worked and proven experience of approximately +15 years in a financial services environment.
* Strong experience in running programs with an international command and control mind-set and have experience in organization design, process re-engineering, driving an effective and efficient process.
* This individual will have proven experience in leading transformational change and in influencing geographically dispersed teams of world-class professionals.
* Effective negotiation skills, a proactive and 'no surprises' approach in communicating issues and strength in sustaining independent views.
* Strong presentation and relationship management skills - must be an articulate and effective communicator, both orally and in writing, with an enthusiastic and approachable style.
* The aptitude to be comfortable acting as an agent for positive change.
* This person should also have experience interfacing with local external regulators; and
* Experience in driving a process to provide insight to a Compliance leadership team on the process of managing Compliance Risk across the organization.
