What does this role look like?   
Subcontracts Program Manager position responsible for subcontract management of the Advanced Extremely High Frequency (AEHF) Sustainment effort (COOLS) and AEHF follow-on payload efforts such as Protected Tactical SATCOM (PTS) and Evolved Strategic SATCOM (ESS) within the Protected Communications Systems Mission Area. Focus will be on managing Northrop Grumman and the Small Business effort on COOLS. For PTS & ESS and other related efforts, focus will be in working with RFCoE and Enterprise & Strategic Sourcing supply chain organizations to ensure program priorities and requirements are flowdown to suppliers. Responsible for providing technical, programmatic, and subcontract leadership and day-to-day direction of LM Subcontractor Management Teams reporting to the program (CPE, SCA, QA). For those program suppliers responsible for ensuring that the subcontract management team meets the program needs and expectations. Responsible for ensuring that the program performance, quality, and mission success requirements are flowed to the suppliers and that suppliers are managed to meet all commitments and requirements. Finally also responsible for the negotiation and coordination of additions, deletions, or modifications to subcontracts. The candidate will need to clearly articulate and communicate subcontract issues, concerns and recovery plans to Program Managers and senior subcontract program managers.   
This role will offer you the following daily challenges:  
The candidate is responsible for attracting, developing and retaining subcontract management talent to maintain and improve the group's performance. This role requires mentoring, coaching and advising subordinates in their professional development. Subcontract administrators will be direct reports to this position. Leadership and participation in Inclusion events is expected. This position will be located in Sunnyvale, CA, and could require travel (mainly to Azusa CA and Denver/Colorado Springs CO) to support all Program requirements including Program Reviews on-site at both with customers and major subcontractors. This position reports to the Senior Subcontract Program Manager for Protected Comm Systems.  
Basic Qualifications:  
To be successful, you will need to possess these basic qualifications:   
 Minimum of 5 yrs related subcontract and/or program management experience.   
 Three years of current experience on government programs, Military Space experience preferred  
 Proven record of successful performance with focus on mission success.   
 Cost account management (CAM) certification and experience  
 Must possess well-developed negotiation skills.  
 Demonstrated expertise in and subcontracting and procurement practices (FAR).   
 Ability to develop strong supplier relationships  
 Possess excellent communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management.  
 You will need to be a US Citizen, and be able to obtain and maintain a US DoD SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.  
 Demonstrated ability to influence and inspire the team through teamwork and possess an aptitude for leadership skills and behaviors that align with the Full Spectrum Leadership imperatives of Shaping the Future, Building Effective Relationships, Energizing the Team, Delivering Results and Modeling Personal Excellence, Integrity and Accountability.  
Desired Skills:  
To be successful, ideally, you should also have:  
 Experience with managing all contract types, Cost Plus, Incentive Fee, Firm Fixed Price contract types.  
 Technical knowledge of Satellite products, Ground Systems and services supporting these activities.is considered a plus.  
 Proven record of managing and delivering critical, large subcontract products, with focus on complex communications payloads and/or bus subsystems.  
 Greenbelt certification is highly desired. Implement change leading to improved team performance.  
 Proven success with subcontract negotiations yielding cost savings through creative methodologies (e.g. volume procurement across multiple programs and/or Lines of Businesses and Long Term Agreements).  
 Ability to obtain Top Secret clearance
