Northrop Grumman Defense Systems sector is seeking a Program Manager to join our dynamic AMDPCS (Air and Missile Defense Planning and Control System) Tactical Services (ATS) Program in the C4 Missile Defense Business Unit.
ATS is an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle supporting all support services for the AMDPCS suite of products in the SHORAD Operating Unit:
- New Equipment Training (NET)
- FAAD and AMDWS Software Training
- Integrated Logistics Support
- Systems Engineering
- CONUS and OCONUS Field Service Representative (FSR) Support
- New hardware and software fielding support
- 24/7 AMDPCS Help Desk Support
- SHORAD Material Procurement and Production
This position will be located in Huntsville, AL.
Roles and Responsibilities
The ATS Program Manager will be responsible for all aspects of cost, schedule and technical performance in support of multiple task orders executed under the ATS IDIQ. The ideal candidate will actively engage in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. He/She will act as the primary customer interface for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance. The ATS Program Manager will develop new business opportunities, or expand the current lines of business with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and recommends solutions. Directs the work of employees assigned to the program from technical, development and administrative areas. The ATS Program Manager will prepare, lead, and present routine status briefings for both Northrop Grumman, Corp and internal/external customers. Specific duties competencies will include:
- Strong interpersonal, listening, verbal, and written communication skills and proficiency in the use of Microsoft Office applications
- Ability to set and clearly articulate goals/priorities and successfully communicate them to key staff
- Encourages personal commitment and holds staff accountable for achieving targets
- Demonstrates skill in managing projects within estimated cost while delivering on schedule
- Oversee all status and timely reporting across program functional areas to include reporting requirements, IPRS, dashboards,
metrics, MMR, and organizational milestones and processes
- Liaison between PM and functional staff to ensure resources are focused on PM priorities and support the program's operational goals/objectives
- Track all aspects of program financial reporting and projections and able to perform program CAM (Cost Accounting Manager) responsibilitiesQualification
Basic Qualifications:
- Bachelor Degree and minimum of 10 years of related experience in a government contracting environment
- 5+ years experience with Cost Account Management
- Demonstrated leadership, time management, and communication skills
- Strong analytical and operational planning competencies
- Demonstrated team player with ability to work in a dynamic changing environment
- Excellent interpersonal, written, and presentation skills. Ability to interact with and influence executive level management
and communicate effectively with oral and written presentations
- Active DoD Secret security clearance
- Must be able to travel 10% or more
Preferred Qualifications:
- Master's Degree in technical or management field
- At least 2 years in a Project Management/Lead role on a $2M+ government program that encompasses systems, networks, and logistics
- Experience with the Defense Community customers and a strong understanding of Army maneuver and air defense
organization, structure and operation
- Experience with supporting CONUS and OCONUS on-site hardware and software fieldings for military units
- Experience in cost, schedule, EVMS, and performance management of Northrop Grumman programs
