Data Manager

Key Role:
Provide consulting services focused on advanced-level SAS coding, R coding and intermediate-level SQL programming for database management, QA/QC, data import, and analysis file preparation of healthcare data for government agencies. Use advanced-level SAS programming to manipulate large complex database files for database management tasks. Analyze the development of standard operating procedures (SOPs) for data management. Analyze or adapt SAS and R programs to query databases with customized text fields such as clinical notes. Apply expertise in epidemiology and public health data systems, web-based systems, and surveys.

Basic Qualifications:

-Experience with advanced-level SAS programming, including advanced programming methods/techniques to manipulate large complex database files, such as macros, arrays, PROC SQL, and CALL SYMPUT

-Experience with the application of SAS to large >100,000 record complex database management systems, query languages, and table relationships for database operations

-Experience with automating ad-hoc batch SAS computer programs into interactive automated applications

-Experience with providing advanced-level R programming, including developing code using APIs

-Experience with querying, validating, manipulating, and transferring data sets across multiple formats

-Knowledge of data standardization policies and standards sufficient to develop data management tools, including data dictionaries, data models, and metadata repositories

-Knowledge of public health surveillance, public health indicators, statistics, biostatistics, or epidemiology

-Knowledge of managing REDCap database projects, including electronic tablet REDCap application and use of REDCap for data storage, analysis and running data reports

-Ability to obtain a security clearance

-BA or BS degree in Mathematics, Statistics, Biostatistics, CS, Data Science, or Epidemiology

Additional Qualifications:

-Experience with processing emergency department data, including the NSSP ESSENCE coding and query system and ICD-10-CM

-Experience with mortality surveillance data from data systems that include National Center for Health Statistics (NCHS) or National Vital Statistics System (NVSS)

-Experience with Microsoft Access and data visualization tools

-Experience with version control and meticulous documentation of code and project updates

-Experience in working with federal public health agencies

-Possession of excellent verbal and written communication skills

-Active Secret clearance

-MA or MS degree in Mathematics, Statistics, Biostatistics, CS, Data Science, Epidemiology, or a related social science or public policy field
