The Boeing Company is looking for a Senior Test & Evaluation Engineer to join our team in Hazelwood, MO. This position will support the MQ-25 Program. MQ-25 is a franchise program for Boeing Defense Space and Security (BDS) Autonomous Systems. The MQ-25 is the Navys first operational carrier-based unmanned aircraft. It is an $805 million contract with two phases including a concept refinement phase and an EMD phase. The BT&E SOW is $153+M which includes 9 test articles, covering flight and lab testing, with testing occurring in St. Louis and Patuxent River, Maryland. The program has completed the Interim Design Review Part II (IDR II Gate 8) and Production Readiness Review (PRR Gate 9) last year.
Position Responsibilities:
Program Management:
* Cost Account Manager for Flight Test Operations and Flight Operations ($100M+): Responsible for test program activity planning, resource allocation, performance reporting. Briefs Program Management and Navy Customer on Boeing Test and Evaluation (BT&E) Team performance at Program Management Meeting (PMM) and Chief Engineer Integration meeting
* Proposal Response Lead: Responsible for coordinating all program BT&E estimates for proposals and increased statement of work. Coordinates requirements and estimates across 10+ BT&E value stream management teams. Creates basis of estimates (BOEs) and approval packages. Briefs leadership for necessary approvals and defends estimate to program leadership
* Risks and Opportunity Management: Responsible for managing technical risks, preparing and briefing change board documents to MQ-25 Chief Engineer and Program Management. Actively manage risks and develops opportunities
* Flight test planning (Rainbow Schedule) updates, maintenance, and coordination: Responsible for planning the flight test program test blocks for all test articles that drives staffing and budget needs
* Primary coordination for flight test issues with the program and Navy customer: Responsible for Government Furnished Equipment (GFE) and Government Furnished Property (GFP) equipment coordination and the flow of data between the Navy and Boeing, including dealing with security requirements
* Patuxent River and Mid America Airport Site Preparation/Coordination: Responsibility for site test readiness and establishing adequate resources to support test that includes engineering, maintenance, material management and flight ops
* Monitors existing contract and statement of work changes to determine compliance as directed
Technical Coordination:
* Integration with program Integrated Program Teams (IPTs) to ensure ready for testing
* Including management of Flight Test/Mission Assurance Readiness Review (FTMARR) process and authorization to test process
* Requirements management Manages top level instrumentation system requirements and coordinates technical change documents for submittal to Chief Engineer. Develops business case and technical justification. Integrates with instrumentation team upon approval
* Boeing-India subcontract for flight test instrumentation: Responsible for coordination with India Engineering team for instrumentation installation design. Tracks delivery and work performance
* Assists in developing contract specifications for supplier goods and services and relevant documents
* Interacts with MQ-25 program engineering teams to coordinate flight test requirements, schedules and budgets and identifies and document risks, issues and opportunities for the flight test work scope
* Facilitates team relationships to ensure a thorough understanding of the organization's needs and requirements and the continuous improvement of contractual processes
* Generates plans, acquires materials, and schedules services for facilities activities
Enterprise Expectations:
* Coordinates with functional and test leaders across the enterprise to ensure that MQ-25 is benefitting from the lessons learned and experiences of other programs
* Shares knowledge and consults with other BT&E leaders on autonomous systems test programs, the FTMARR process and interfacing with Navy customers
* Works closely with Chief Test and Evaluation Communities to develop technical and cost opportunities (CEVV plays) to support MQ-25 and other programs
* Act as a mentor to the many teams that are responsible for executing the SOW to ensure that they understand EVM practices, guidelines and are taking performance correctly
This position requires an active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
Basic Qualifications (Required Skills/Experience):
* Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry
* Earned Value Management experience
* Experience leading or conducting complex flight testing in an integrated test team environment
Preferred Qualifications (Desired Skills/Experience):
* Earned Value Management certification
* 5+ years of experience with flight test, flight operations, or system test
* 5+ years of experience working with military customers and processes
Typical Education/Experience:
Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years' related work experience, Master+12 years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.
