Chief Procurement Officer

News Corp is looking for a Chief Procurement Officer (CPO) who will establish a Global Procurement function for the company. This responsibility includes setting the strategic vision, operational planning, and execution, including the implementation of common sourcing and procurement processes, systems and team development and leadership.

The CPO is directly responsible for material deflation, indirect savings and supplier development and performance, including quality and lead time reliability. The CPO will continue the Companys evolution in best practice procurement capabilities and organizational development, transforming the organization from one that is locally-driven to being centrally led. Where possible, sourcing and procurement activities will be driven from a global perspective to continue to maximize leverage and overall effectiveness of supply, but allowing for local requirements where appropriate. Due to the complexity and diversity of the Companys business, multiple matrix structures are in place and must be operated within effectively. A key requirement is the ability to drive change across the organization, and, in partnership with BU leadership and strategic suppliers, move the enterprise to the next level of sourcing and procurement results globally, while incorporating the best practices already in place within certain parts of the organization and providing the thought leadership to adapt new best practices.

This person will be responsible for leading the Procurement teams globally and will be expected to proactively provide options for ongoing cost transformation across the organisation. The ideal candidate will be a process and performance thought leader who possesses cutting edge thinking, outstanding strategic and analytical skills, and the ability to mobilize, govern and execute.

Responsibilities:

* Develop, communicate and deliver a sourcing strategy to provide ongoing reduction of costs annually on categories of direct and indirect spend, while meeting business requirements; ensure the vision and goals are articulated clearly across the organization engaging as a partner
* In collaboration with business leaders, develop a multi-year road map for Sourcing which aligns with the business planning cycle and plans in key areas

* Review/drive standardization of sourcing practices across organization e.g. Preferred vendor programs, standardized contracts

* Deliver ongoing annual reductions and appropriate ROI on entire addressable spend

* Show continuous YOY improvement on spend covered by approved category strategies

* Maintain minimum of set % of category spend with Preferred Vendors

* Partner with business leaders to identify and assess opportunities and define and deliver overall and category-specific sourcing strategies for all spend categories

* Build a highly credible sourcing function and become a sought-after value-added partner to business leaders

* Drive key themes of buying power leverage and complexity reduction across all category strategies

* Review historical spend, areas for improvement (cost, standardization, simplification, quality, efficiency)

* Minimize cost and maximize value in the sourcing process by selecting / deploying optimal sourcing levers e.g., rate card development, RFQ, e-sourcing, contract administration, framework agreements

* Show continuous YOY improvement in internal surveys measuring user perception of sourcing as Valued Business Partner; manage costs down across categories and generate savings

* Collaborate effectively with support functions to develop integrated solutions for the business

* Proactively provide the Voice of Sourcing to business leaders to drive improvement / results even in the face of resistance to change

* Gain business support to consolidate spend while satisfying variations in requirements across the businesses and functions

* Establish sourcing KPIs and metrics; report monthly / quarterly

* Monitor progress against department objectives and deliver performance reports to management

* Develop and leverage data analytics to assess performance and identify anomalies / opportunities

* Leverage Business Intelligence to identify opportunities from outside the industry; determine how they can be applied here

* Remain agile and responsive - review trends in external market to identify new opportunities (e.g., exploit price shifts, leverage new entrants)

Qualifications:

* 15+ years of experience in Procurement
* Demonstrated ability to take a holistic and big picture approach to transformation, as well as, lead the execution / delivery of a significant operating model change

* Demonstrated experience in aggregating requirements across a global territories and diverse business units

* Solid understanding of the various approaches/techniques necessary to achieve best in class deals; A proven ability to conduct engagement/communication with suppliers and spend categories

* Astute contract negotiator, strong networking, and stakeholder management and relationship-building skills

* Demonstrated experience in managing large scale Technology sourcing programs

* Effective communicator with the ability to be persuasive and influence at all levels of management through clear, informed and logical discussions/presentations

* Team leader, mentor and coach; responsible for managing deliverables on tight deadlines

* Demonstrated ability to apply financial analysis in solving business problems and integrating financial discipline into operational decision-making; does not shy from diplomatically pushing back and challenging spend requests in order to arrive in a more optimal solution for the organization

* Demonstrated ability to multitask under pressure and in a fast-paced environment with fluctuating priorities and deadlines

* Ability to deliver results in a global, matrixed environment

* Bachelors degree in Accounting or Finance; Masters degree preferred. Bachelors degree required; MBA or advanced degree preferred

* Knowledge of external economic/market landscape

* Demonstrated strong interpersonal skills with collaborative management style and ability to build credible relationships and strong teams

* A flexible, dynamic, self-demanding and proactive individual; able to motivate him/herself and others
