Qualcomms Source2Pay organization is responsible for strategic sourcing, supplier management, data & analytics, outsourcing, commercial review, contract management, financing and acquisition of indirect procurement across the organization, subsidiaries and affiliates.

The Procurement Specialist, Staff is responsible for managing strategic sourcing and contracting functions for a variety of indirect procurement categories. Position requires extensive experience in strategic sourcing, vendor relationship management, and complex contracts operations across a variety of indirect spend categories. Partners with internal and external stakeholders to drive savings, reduce risk, and enable revenue growth. Proven track record in vendor negotiations resulting in multi-million-dollar value capture and long-term efficiencies.

This role further requires the ability to manage and execute complex business and contractual transactions and to work autonomously but within defined corporate and department policies, processes, and guidelines; ability to frequently take contractual direction provided by legal and management; possesses excellent communication and interpersonal skills; high level contract writing and negotiating skills; excellent problem solving skills, as well as expertise in conflict resolution; and commodity and/or industry expert knowledge of terms for the assigned categories.

Responsibilities include, without limitation:
Supports the Category Management team regarding the application and integration of procurement philosophies and strategies;
Manages strategic category management processes, procedures, supplier and category segmentation, metrics/KPI development and application, scorecard format, contract management, etc.
Establishes procurement strategies and advise/support plans and decisions necessary to purchase services in alignment with objectives and sourcing strategies;
Assists in preparing and executing category management plans and strategic sourcing strategies;
Gathers and reviews data to support category management / strategic sourcing activities (i.e. specifications, statements of work, performance terms, and/or acceptance criteria)
Specific category ownership with accountability for strategic execution for designated categories of spend;
Analyze spend data and identify and lead cost saving initiatives; establish and meet cost savings targets;
Confer and align with internal stakeholders on business needs and sourcing strategies;
Establish effective relationships, partnerships, strategies with stakeholders, vendors, finance, legal and other cross-functional teams;
Subject matter expertise for various indirect procurement categories (knowledge of industry, major players, threats, opportunities, terms etc.);
Manage the sourcing process from analyzing the vendors proposals, communicating between stakeholders and determining a negotiation strategy;
Develop and execute pricing and contract negotiation strategies; understanding financial impact to all negotiations;
Reviewing and evaluating the procurement request to determine that the correct contract path is followed be it using the vendors form, a Qualcomm form or going straight to PO.

Minimum Qualifications
Bachelors degree in procurement, business, law, or a related field. May substitute equivalent experience in lieu of education;
8+ years of experience in strategic sourcing and/or indirect procurement contracts, preferably in Human Resources, Marketing and/or Professional Services

Preferred Qualifications
Experience with end-to-end procure-to-pay process. International procurement experience a plus;
Excellent strategic and creative thinking skills with emphasis on developing innovative solutions to solve complex problems that may not have one clear answer;
Demonstrated performance in prior role(s), with increasing levels of responsibility;
Solid experience with drafting and negotiating procurement terms and conditions, including master services agreements (MSAs) and statements of work (SOWs);
