Responsibilities
This position within the Human Resources Employee Benefits/Well-being (Benefits COE) area focuses on the design, implementation, regulatory compliance and communications for company-wide health & welfare related benefit programs. Key areas of emphasis are executing annual enrollment, benefits communication, day-to-day benefits administration, and maintaining strong vendor relationships.
The position requires knowledge and experience of health and welfare benefit programs how they connect with employee well-being strategies and how they support the organizations ability to attract and retain talent. This position also requires the ability to manage relationships with a range of internal business functions and external vendors and consultants to ensure the development and delivery of an integrated employee benefits package that is technically sound, meets the needs of employees, and achieves budget targets.
Specifically, this individual will:
* Administer day-to-day aspects of Health and Welfare plans; conduct benefit plan analysis of benefit plan outcomes, utilization and financial performance, funding claims and reviewing invoices. Review and implement competitive benefit plan and well-being design features.
* Design, implement and execute Cignas Health and Welfare Benefit Plans; Medical, Dental, Pharmacy, Flexible Spending Accounts, Life, and related programs for union and non-union active employees and retirees.
* Partner with the outsourced benefits administrator who handles customer service, COBRA, premium billing, dependent verification, ACA compliance and benefits enrollment, internal teams, and other vendor partners for problem identification and resolution. Build and maintain relationships with vendors to streamline processes; obtain quality service delivery and ensure compliance.
* Leads all aspects of annual enrollment including benefits communication, systems review, and outsourced benefits administration set up.
* Delivers presentations to leaders, HR and employees as necessary. Mentor and provide technical expertise with team members.
* Responsible for ensuring that all corporate and legal compliance requirements are met including, but not limited to, HIPAA, 5500s, and PPACA (employer reporting) by partnering with in-house legal counsel and liaises with external counsel when needed. This includes Summary Plan Descriptions and annual legal notice updates.
* Lead projects for the Health and Welfare team and participate in cross-functional projects for the Total Rewards and Benefits teams.
* Assists internal HR Operations team by researching and resolving complex escalated participant issues.
* Supports Service Contract Act Department of Defense contracts and associated responsibilities.
Qualifications
* Bachelor's degree in Business, Human Resources or related field, or equivalent experience; Masters and CEBS certification preferred
* Ten+ (10) years of directly related experience with a consulting firm, insurance company or large global employer.
* Advanced knowledge of group benefit plan specifically health & welfare; keeps current on new products and services and evolving employer practices.
* Excellent interpersonal skills to work with matrix partners, consultants, vendors and government agency representatives.
* Strong oral and written communication skills, as well as sound research and analytical skills; knowledge of and familiarity with medical and legal terminology, where applicable
* Excellent project management skills, leading and organizing large-scale projects
* Ability to work in a fast-paced environment and adjust to changing priorities/requests.
* Detail oriented with strong organizational and customer service skills.
* Self-starter, problem solver and team player who also works well independently.
* Ability to communicate technical and complicated issues to a non-technical audience.
* Detailed knowledge of Department of Labor (DOL), Internal Revenue Code (IRC), FMLA, COBRA, ERISA, HIPAA, ADA, PPACA and others; keeps informed on new regulations and communicates the information, as necessary.
* Proficient in preparation of ERISA summary plan descriptions, summaries of material modifications and Summary of Benefits and Coverage (SBC).
* Skilled in Microsoft Office suite with a basic understanding of HR reporting and benefits tracking systems.
