Job Description

As a trusted systems integrator for more than 50 years, General Dynamics Information Technology provides information technology (IT), systems engineering, professional services and simulation and training to customers in the defense, federal civilian government, health, homeland security, intelligence, state and local government and commercial sectors.

As a fully remote Senior Program Manager, you will be responsible for overseeing 50-150 employees' both exempt and non-exempt and including one or more subordinate supervisors and managers - working on multiple programs, projects and tasks. You will also be responsible for program(s) with annual revenues of $15-25 million.

RESPONSIBILITIES
* Manages and is responsible for the successful completion of all tasks in assigned program area including technical work, staff supervision, financial and business development activities.

* Supervises assigned technical and administrative staff, including subordinate managers, and performs personnel actions including hiring and performance evaluation.

* Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.

* Responsible for profitability and revenue growth of assigned programs.

* Assures quality of program products, services, and deliverables, including participating in reviews, audits, and site visits, and developing/delivering metrics-based reporting.

* Performs business development activities, including the preparation and review of technical and cost proposals.

* Performs program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement, including Earned Value Management (EVM) reporting.

* Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.

* Prepares and provides various reports and technical reviews to senior management as requested.

* Ensures compliance with relevant corporate and government policies and standards.

* Participates in special projects as required.

* Acts a key member of the GDIT leadership and growth teams, regularly participating in business development, marketing and other related activities.

QUALIFICATIONS

Required Skills and Experience:
* Bachelor's Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience

* 15+ years of related experience, including 5+ years management/leadership experience

* Active Project Management Professional (PMP) required

* Must have experience with Agile development

* Demonstrated ability to develop a modernization vision, and build out Product Roadmaps

Desired Skills and Experience:
* Experience leading software development at the Centers of Medicare and Medicaid Services, and k nowledge of CMS processes and procedures for software development strongly desired

* Familiarity with claims processing, claims payments, and / or quality payment programs at CMS

* Individual must be driven, a visionary, proactive and not reactive; able to embrace multiple challenges

* Experience managing 50+ people and multiple teams/ projects

* Understanding of Web Interfaces and Application Programming Interfaces utilized in a cloud environment, preferably AWS

* Experience with enterprise level cloud technologies and DevOps responsibilities

* Developing Minimum Viable Products

* Experience managing fully remote teams

The likely salary range for this position is $136,000 - $204,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
