Job Summary:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Hazardous Waste Shipper at the Pueblo, CO location. This position will report to the Waste Management Superintendent at the PCAPP project. The Hazardous Waste Shipper is responsible for providing support to the Waste Management Department to ensure all waste shipments are completed in accordance with local, State, and Federal regulations.

This is a long-term assignment with a 4-10s schedule. The work hours are from 6:30am – 5:00pm Monday – Thursday. This position may require additional overtime hours as deemed necessary.

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. #LI-EH1

Major Responsibilities:

General 

Conducts basic Startup Specialist duties of installation configuration validation and work package development 

Work Planning & Packaging 

Participates in the planning and scheduling of CSU activities for assigned areas of responsibility and/or assists more senior Startup Specialists with planning CSU activities and methods 
Participates in the preparation of Startup Work Packages and Test Work Packages for assigned areas of responsibility and/or assists more senior Startup Specialists with preparation of Startup Work Packages and Test Work Package

Turnover Coordination 

Participates with Construction in CSU turnover walkdowns for assign areas of responsibility.   Interfaces with the Field Engineer as required to support component/system turnover 
Provides assistance with completion of ITRs in a timely manner and ensures submittal into the completions system for quantities earning 

Material Mgmt. & Quantities 

Drafts contract change notices and amendments, extra work orders, and back charge notices as assigned 
Tracks quantities on quantity tracking systems or other database systems as required 

Quality Control 

Assists with walkdowns to validate that the system configuration is in accordance with the design 
Monitors testing of equipment to assure conformance with specifications and compliance with test procedures 

ES&H 

Participates in the identification and elevation of ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices 

Education and Experience Requirements:

Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience.
Must be a US Citizen.
Completed accredited DOT Hazardous Materials Transportation Courses.
Knowledgeable in the preparation of hazardous material/hazardous waste shipments and shipping documents in compliance with EPA and DOT.
Eligible to obtain and maintain Unescorted Access status in the DOD Surety Program.
Current 24-hr OSHA HAZWOPER certification.
Shipping experience for the Department of Defense (DOD)
General working knowledge of waste acceptance criteria for treatment, storage, and/or disposal facilities
Completed Department of Defense Hazardous Materials Transportation Courses

This position is designated as a safety-sensitive position and is subject to the requirements of the PCAPP Medical Safety Reporting Program. A safety-sensitive position refers to a job role where the employee's performance could significantly impact the safety and well-being of themselves, others, or the environment. Designation as a Safety-Sensitive position is due to one or more of the following criteria:

The ability to work in a constant state of alertness and in a safe manner.
Respond during contingencies, taking urgent or emergency action as necessary to prevent personnel injuries or damage to equipment or the environment.

Required Knowledge, Skills, and Abilities:

Create and verify records on incoming and outgoing shipments. Prepare bills of lading, uniform hazardous waste manifests, and other records.
Prepare items for shipment including marking, labeling, and placarding of containers and transportation vehicles.
Oversee incoming and outgoing shipping activities to ensure accuracy, completeness, and condition of shipments.
Calculate estimated costs associated with the shipping/delivery function and recommend appropriate alternatives.
Prepare management reports and other ad hoc reports as needed.
Maintain various files and records – both computerized and hard copy files.
Provide initial and on-going training to personnel, when requested.
Count, weigh, and identify items for shipment.
Inspects PCAPP equipment and notifies maintenance personnel or other contacts for repair.
Direct movement of shipments from storage and work areas to shipping areas.
Plan, organize and supervise shipping activities to insure the timely and efficient loading and unloading of waste and materials.
Work effectively with drivers/customers to schedule pick-ups and deliveries.
Determine routing and legal load limits of trucks according to established schedules and weight limits of states, when required.
Inspect loading operations, storage locations, and other areas to ensure compliance with shipping specifications.
Foster positive working relationships.
Other duties as assigned by the Hazardous Shipper Lead and Waste Management Supervisor.
