Job Description

POSITION OVERVIEW

The Lead Coordinator, Management of Change (MOC) reports directly to the Engineering Superintendent, Process Safety and will support all SPL Operation departments for MOC related activities. Under general supervision, provides guidance and assurance for an effective implementation of the MOC program at SPL. The Lead Coordinator, MOC will be the overseer of the MOC process and maintain the procedures, guidelines and tools for MOC management at SPL with a focus on continuous improvement. The Lead Coordinator, MOC helps ensure the MOC process receives appropriate attention, priority, management support and resources needed to function effectively. The Lead Coordinator, MOC works with the responsible department manager(s) to ensure that the change process is followed when applicable. The Lead Coordinator, MOC provides key quality review checkpoints within the MOC process and facilitates the post-change review processes where applicable.

KNOWLEDGE

Possesses a thorough understanding of Change Management with basic understanding of Natural Gas Liquefaction, LNG transportation, operations, storage, and loading. Has understanding of organizational structure and has ability to recognize changes that have the potential to trigger Change Management, including, but not limited to, business process, procedures, administrative or business systems. In addition, familiarity with the various applicable federal, state, and local agencies and applicable laws, regulations, codes, standards, and permits required to operate LNG terminals, including but not limited to:  DOT, OSHA, USCG, EPA, FERC, NFPA, and knowledge in emergency response operations, planning, techniques, and reporting.

RESPONSIBILITIES AND ESSENTIAL DUTIES

Oversees and manages MOC process and maintains the procedures, guidelines and tools for MOC management while continuously focusing on process improvement.
Guides MOC owners with the overall implementation, management and execution of the MOC processes and provides subject matter expertise.
Reinforces the local requirements of the MOC process from a technical management perspective.
Provides technical support and expertise in MOC process execution. 
Facilitates regular MOC status meetings, governance/ assurance and status management of MOC records, overdue actions, temporary MOC expiration dates, target completion dates, and close out dates.
Chempions and reinforces Governance and Assurance requirements per the Cheniere MOC Standard and Procedure. 
Manages MOC metrics reporting and performance measurement. 
Monitors the MOC process performance and initiate improvements as required.
Collaborates with MOC originator(s) to determine whether a proposed change must follow MOC guidelines 
Oversees quality review of the proposed change definition before the change can move forward to evaluation.
Facilitates selective audits of executed MOCs.
Reviews each MOC and works with the MOC responsible parties\resources as needed to ensure each MOC is properly defined.
Facilitates a closeout review session with the MOC owner to ensure all MOC activities are completed and all documents organized and stored appropriately.
Ensures MOC owner and the responsible parties manage and track temporary changes and flag upcoming closeout requirements.
Documents MOC performance measurement and help facilitate any needed adjustments to the SPL MOC process. This includes developing and producing reports and KPIs designed to maintain operating integrity and regulatory compliance.
Participates in “completion” walk-downs and Pre-Start Safety Reviews as required.
Carries out other duties as assigned.

QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)

Education and Certifications:  Bachelor degree in Engineering or related field desired, or relevant years experience in lieu of degree.
Experience: Minimum of 10 years of experience in industry setting with 7+ years of management of change processes.
Skills:

FREEDOM TO ACT

Lead Coordinator, MOC has a high degree of aptitude in their field and requires minimal supervision; must exercise discretion independently.

WORK CONDITIONS

Job is performed in a typical office environment, but is subject to time pressures and constraints, and is often dependent on input from others.
Occasionally, work may be performed from home, after normal work hours or on weekends.
While performing the duties of this job, the employee will work indoors and outdoors, and be exposed to year-around weather conditions.
Specific vision abilities required include close vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Required to pass regularly scheduled physical examinations mandated by regulatory authorities.
Required to obtain mandated certification by attending Company-sponsored training in basic first aid and CPR.
Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere. Limited travel required, as business conditions dictate.
Must be able to board a ship via a gangway, climb to the top of a tank (200+ steps), scale vertical steel ladder up to forty feet or more in height and lift and move objects weighting up to 50 pounds. While performing the duties of this job, the employee will work indoors and outdoors, and be exposed to year-round weather conditions, ocean environment, and noise. There is a considerable amount of outdoor activities involved.

LNG is natural gas in liquid form. It is produced through a refrigeration process that drops the temperature of natural gas down to -260 degrees Fahrenheit, at which point it converts to liquid, and its volume shrinks by 600 times, enabling global transport in LNG carriers. LNG is non-toxic and non-flammable. When burned, natural gas emits less carbon than coal and oil, with significantly less traditional air pollutants. Additionally, all mercury is removed during the LNG process.

Our facilities

Cheniere is operating, constructing, and developing two LNG facilities on the U.S. Gulf Coast. Cheniere’s Sabine Pass liquefaction project (SPL Project) is located in Cameron Parish in southwest Louisiana, and currently has five fully-operational liquefaction units, or “trains” as they are known in the LNG industry. A sixth train at the SPL Project has all necessary permits, reached FID in June 2019, and is nearly 40% complete. When all six trains are completed, the aggregate nominal production capacity of the SPL Project is expected to be approximately 27 million tonnes per annum (mtpa) of LNG.

Cheniere’s Corpus Christi liquefaction facility in South Texas is the first greenfield LNG export facility in the U.S. lower 48, and began operations in 2018. Train 1 and 2 are operating and Train 3 is expected to be fully operational in 2021.  When all three trains are completed, the aggregate nominal production capacity of the CCL Project is expected to be approximately 13.5 mtpa of LNG.

Our business model

Cheniere is a full-service LNG provider. We purchase natural gas from the robust, transparent, and liquid U.S. natural gas market in multiple states and Canada, process the natural gas into LNG, and offer our customers the option to load the LNG onto their vessels at our terminals, or we will deliver the LNG to regasification facilities around the world.

Approximately 80 percent of Cheniere’s expected aggregate LNG production capacity, either completed or under construction, is contracted through long-term agreements with investment-grade customers. The remaining volumes of LNG we can produce are available for our integrated marketing unit to sell into the market. That gives Cheniere the unique combination of long-term, contracted stable cash flows, with marketing opportunities driven by shorter-term natural gas supply and demand fundamentals in markets worldwide.

Natural gas is transported to Cheniere’s LNG facilities on 3rd party pipelines on which we own firm transportation capacity, as well as on pipelines Cheniere has constructed, owns, and operates.
