PRIMARY PURPOSE OF POSITION

Develop and implement quality assurance programs, plans, procedures, and instructions. Work with and assist contractors in developing and implementing quality assurance programs, procedures, and instructions. Assure the focus and attainment of business goals and objectives. Develop and maintain an environment that promotes diversity and high productivity. Develop and implement processes to ensure appropriate criteria is utilized when monitoring, employ consistency in performing observations, and deliver feedback and coaching in both behavioral and technical skills. Identify trends and recommend & drive improvement initiatives. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

This position will be primarily responsible for overseeing substation construction quality. As well as implementing new and innovative ways to evaluate substation design performance and improvement.

We offer a hybrid working environment where employees work a combination of remote and in office each week.  Schedules will be determined based on the needs of the business.

PRIMARY DUTIES AND ACCOUNTABILITIES

1. Oversee the development and implementation of the Quality Assurance and Control group in alignment with the business initiatives set forth by the Quality Department and other strategic stakeholders. Provide short- and long-term strategic initiatives designed to assure the highest levels of customer services to achieve reliability and customer satisfaction goals.

 2. Assure quality assurance programs are in place, effective and value added. Assure observation and audits are completed, identify trends and issues, and formulate strategic training and qualification plans.

3. Oversee the QA/QC group by developing and maintaining an environment that fosters a high-performance culture and a learning organization. Assist QA/QC team in promoting diversity and inclusion and serves as the change agent for business initiatives and assures the human element is understood and considered. Assure timely recognition of employee contributions. Interface with other Exelon OpCo’s and departments and represent the company regarding contractor quality issues.  

4. Provide accurate and timely feedback regarding performance and operations. Conduct Performance Review Planning processes including Quality Management System Audits.  

5. Facilitates open and honest communication with staff. Develop methods to assess communication effectiveness and implement continuous improvement initiatives.

JOB SCOPE

Measure and monitor the performance of individual contractors to ensure safety and quality parameters are met or exceeded.
Serve as support group lead for other Project & Contract Management groups in the area of safety and quality.
Develop and assure implementation of quality assurance programs.
Lead the performance of individual contributors to meet Company safety, reliability, and financial and departmental goals.
 Internal and external contacts include Vice Presidents, Directors, Managers, Employees and Contractor Management Teams and employees.
Routine and strategic decisions are made in collaboration with the Contract Management Peer Group.

Qualifications

MINIMUM QUALIFICATIONS

Bachelor's degree in engineering or business and 4-7 years' experience in the Quality Assurance / Quality Control fields OR high school diploma and 6-9 years' experience in the Quality Assurance, Quality Control fields required.
4 years' experience in civil (gas) or electrical construction.
Two (2) years’ experience in auditing programs, particularly Quality Assurance (QA) programs.
Two (2) years’ experience developing procedures, especially QA procedures.
Excellent oral and written skills.
Ability to interact with all levels of Exelon Energy Delivery organization.
Valid driver’s license with access to insured vehicle.
Proven ability to resolve issues independently.
Demonstrated analytical skills.
Ability to develop performance indicators and appropriate analysis.
Demonstrated ability to build consensus, establish trust, communicate effectively, and foster culture change.
Demonstrated business acumen, customer awareness and ability to create value.
Computer literacy, particularly in Microsoft office.
Ability to lead others.

PREFERRED QUALIFICATIONS

Bachelor's degree in civil engineering with a focus on structures or a Bachelor's degree in Structural Engineering
ISO 9000, ANSI N45.2.23, or comparable certifications.
Design experience relevant to applied discipline oversight.
Civil/Structural and High Voltage (HV) Electrical areas of expertise 5+ years of substation construction experience
Ability to read and interpret substation prints and construction specifications
Detailed knowledge of applicable standards, codes methods, and practices unique to areas of expertise
