Facilities Project Controls Manager : About the Job
Texas Instruments is looking for an experienced. Project Controls Manager to work on a fast paced and large-scale construction. The ideal candidate will be a self-starter, able to take the initiative and drive activities with limited supervision. With a keen eye for detail and experience of identifying continuous improvement opportunities, the candidate should have experience working in the construction industry. The ideal candidate will excel in a demanding and fast-paced environment where they will work as part of a strong and highly motivated team.
Responsibilities may include, but are not limited to :
Monitor and review project schedules including baselines across multiple projects
Develop and maintain project cost information, including budgets, commitments, expenditures, forecast and explanation of variances
Develop / implement project dashboards and collaboration sites to support monitoring and status communication to the project/program management team
Identifies and supports cost trend program and reports schedule impacts to management.
Interfaces with management specific planning and schedule tasks/cost presentations.
Prepares and presents cost engineering/estimating/planning and scheduling information to management.
Utilize Primavera P6, Microsoft Project and other scheduling software to perform in-depth analysis of project schedules (to include cost / resource loaded schedules), review delay claims for time entitlement and assist in resolution of project disputes
Establish a procedural framework for preparing, reporting, and recording variances, including developing and/or enhancing reporting procedures and tools
Manage, mentor, motivate and guide project controls specialist to ensure that they have the understanding and required resources to meet objectives in a timely manner
Performs productivity analysis of construction operations and verifies results by staffing and crew analysis of work operations by craft.
Develops bid evaluation and schedule criteria and prepares bid evaluations. May participate in discussions with vendors.
Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements. Ability to use statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and ability to analyze measurement systems to identify bias, repeatability, and stability issues.
Manage weekly progress reports across multiple General Contractors.
Produce monthly reports for management.
Review GC’s cost tracking reports.
Compiling as built cost estimate records for benchmarking purposes and maintain cost benchmarking database.
Review key project documents, including change orders, invoices and payments, lien releases, etc.
Work with Project Manager to initiate close out process prior to project completion, typically two to three months in advance.
Attend risk meetings and maintain risk log.
Qualifications
Minimum Requirements :
Bachelor's degree in Business Administration, Engineering, Construction Management or equivalent
Minimum of 10 years experience in project controls scheduling work on engineering and construction projects, including planning, estimating, forecasting, scheduling, cost control, schedule control, and project reports
Proficiency in using Primavera P6 required
Extensive experience in one of the Project Controls disciplines.
Experience with cost loaded schedules.
Requires a detailed knowledge of industry standards and methods.
Project Controls experience on large sized, complex construction projects.
Good knowledge of construction industry technical matters, such as different procurement routes, value management and value engineering.
Experience working in a Cost focused Project Controls role in the construction industry.
