Basic Function
Conducts environmental assignments and duties for the Environmental Department under minimal supervision. Directs or leads the work of others from time-to-time.
Job Duties
Ensure compliance with federal and state environmental regulations and permits for air quality, solid and hazardous waste and wastewater.
Perform air quality related work efforts which include New Source Review (NSR), New Source Performance Standards (NSPS), Maximum Achievable Control Technology (MACT), Benzene Waste Operations NESHAP (BWON) and Air Quality Operating Permit programs.
Interface with operation departments to communicate and define their role in compliance efforts.
Interface with regulatory agencies to ensure the understanding of, and compliance with, all applicable environmental regulations and requirements.
Prepare reports and permit applications pursuant to a consent decree and various regulations with respect to Air Quality, Water Quality, Solid and Hazardous Waste and hazardous chemical inventory and releases.
Perform analyses and support for the Spill Prevention, Control and Countermeasure (SPCC) plan and Facility Response Plan (FRP).
Provide regulatory and technical support for periodic stack testing and the ambient monitoring station.
Evaluate environmental incidents and perform root cause analyses.
Participate in and provide support during periodic state and federal agency inspections.
Assist with the technical oversight, testing and reporting on solid and hazardous waste, wastewater, groundwater and soil contamination issues.
Assist with budgeting costs associated with air quality compliance and contractor/consultant work products.
Assist with the packaging, transport and disposal of hazardous materials and non-hazardous wastes in compliance with regulations and permits.
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
Experience
A minimum of five years of progressive work experience in a specific engineering discipline.
PREFERRED EXPERIENCE:
At least five years of air quality experience with the majority of the experience being in a refinery setting.
Education Level
A minimum of a Bachelor’s Degree in Engineering is required.
Required Skills
Ability to lead and train a small group of employees in a Technical Expert capacity. Working knowledge of environmental regulations. Ability to perform emissions calculations preferably with a practical understanding of refinery processes. Ability to understand and interpret environmental regulations. Ability to understand oil refining processes (process flow diagrams/mechanical flow sheets, chemical phase separations, and reactions). Ability to effectively communicate with others, both written and verbal. Advanced level reading and writing skills.
PREFERRED SKILLS:
Familiarity with refinery processes and advanced knowledge of air quality regulations preferred. Strong time management and organizational skills preferred.
Supervisory/Managerial Responsibility
May lead the work of others. Responsible for overseeing contractors within the facility.
Work Conditions
Office and plant based with travel required up to 25% of the time by land or air. Petroleum refinery, warehouse/plant environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Required to work in all temperatures including outdoors. Subject to varying road and weather conditions.
Physical Requirements
Job conditions require standing, walking, sitting, twisting, stooping, couching, kneeling, working in confined spaces, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50lbs, pushing and/or pulling up to 50lbs, climbing up to 200ft, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential (inability to maintain standard insurance rates is grounds for dismissal), valid state driver’s license and proof of insurance required, perceiving color differences, ability to wear personal protective equipment (beards not permitted), and strenuous physical activity.
