Alaska Overview

ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.6 million net undeveloped acres at year-end 2021. The company produced an average of 197 thousand barrels of oil equivalent per day in 2021. ConocoPhillips has major ownership interests in two of North America’s largest oil fields, both located on Alaska’s North Slope—Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates the Alpine Field and three satellites located on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview 

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

The Willow Civil/Temporary Infrastructure Engineer is a direct report to the Willow Infrastructure Construction Lead and provides services and support to the Willow Construction Team. The Construction Engineer – Civil and Temporary infrastructure is a dual focus role with accountabilites both in the civil project scope as well as temporary infrastructure that supports the broader Willow Project. In the civil capacity the role is accountable for constructability input to the the engineering design, drawings, specifications, responding to technical queries, supporting in depth productivity analysis and progressing, geotechnical program planning and execution, and planning the installation work scopes in advance of hand-off to the field execution team.

In the temporary infrastructure capacity the role is accountable to provide planning and field support for construction temporary infrastructure including; fuel forecasting, fuel storage, fuel delivery and distribution, construction laydown, ice roads, telecom, camps, offices, shops, power generation, waste management, construction permitting and compliance in the following areas: permit needs, fresh water lake withdrawal forecasting, and construction input for agency reporting.

Your responsibilities may include:

Planning & Execution

Develop a detailed installation plan for all aspects of the Willow Program in adherence with CPMS processes and guidelines, project specifications, and external stakeholder requirements
Identify and participate in interface management activities. Ensure all interfaces are communicated during development of the execution plan and documented for use by the installation team
Implement COP Constructability processes, maintain the Constructability Log, and facilitate formal constructability workshops
Ensure that the Construction Execution Plans are fully integrated with all other portions of the Project Plan and are vetted by the project team
Coordinate with external resources for the development of the construction planning / constructability activities (i.e., Subject Matter Experts, Operations, Technical Authorities, etc)
Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations
Support field execution team as requested

Engineering

Provide key interface with engineering, fabrication, construction, logistics, and supply chain to develop the most cost effective and efficient means of performing the work
Review and provide comments on the engineering design, specifically with regards to component design, weight, and dimensions to ensure alignment with the fabrication, transportation, and installation plans
Monitor progress and delivery of engineering work scope deliverables
Support the development and response to Technical Queries (TQ’s) raised by engineering, fabrication, and installation contractors.

Supply Chain

Support the contracting and procurement processes, through the development of Requests for Proposals (RFP’s), participate in evaluation of contractor(s) proposals and support technical award recommendations for award as part of the evaluation tea
Support the development of transportation, fabrication and installation schedules and review contractor/vendor schedules for alignment with key project milestones.

Participate on the Incident Management Team as required and attend IMT Trainings and annual exercises.

Basic/Required:

Must be legally authorized to work in the United States as a U.S. citizen or national, or an alien admitted as a permanent resident, refugee or asylee
Bachelor’s degree or higher in Engineering, Construction, or related field or foreign equivalent
7+ years of projects experience in a construction/fabrication execution role
Willing and able (with or without reasonable accommodation) to travel up to 25% on a yearly basis

Preferred:

15+ years of projects experience in a construction planning or execution role
10+ years of Alaska Arctic construction/fabrication experience
3+ years of experience with permanent and temporary infrastructure in remote environments (roads, pads, bridges, camps, offices, telecom)
3+ years of experience with airstrip planning and engineering
3+ years of experience with geotechnical program planning and execution
3+ years of experience with ConocoPhillips Capital Projects Management System (CPMS)
Advanced level of knowledge of civil installation requirements as they apply to remote arctic locations
Strong interpersonal, written, and verbal communication skills
Demonstrated performance as part of a team working large project and interfacing with project leadership
Strong multi-tasking skills with ability to manage multiple ongoing activities
