Job Description

Summary:

Provides technical guidance, training, auditing and staffing support to the Estimating organization.  Responsible for managing estimating functional departments within a business segment of a global business unit.  Responsible for evaluating project execution plan and risks associated with scope requirements.  Recommends level of contingency and risk required for management decision.  Participates in development of proposal and project execution plans.

Job Dimensions:

A.  Supervision Received

Reports to and receives technical and operational guidance from Manager of Estimating or Manager of Project Controls.

B.  Supervision Exercised

Provides technical guidance to the Estimating Department.
Provides technical and operational direction to assigned personnel.

C.  Contacts

Maintains contact with operations management, project manager, project team members, engineering, procurement, construction management, and business development.
Maintains contact with senior management in Bechtel operating units, organizations and services.
Maintains contacts with estimating professionals in client and industry organizations.

Essential Job Duties:

The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions:
Reviews and approves all major estimates.  Responsible for the quality and integrity of estimates produced by the team.  Audits to ensure the quality of estimating functions.  Reviews estimate basis and assumptions for completeness and reasonableness.  Ensures that lessons learned are incorporated into estimates.
Reviews and approves estimate plans inclusive of readily correlating to other projects and Bechtel standards. 
Responsible for evaluating project execution plan and risks associated with scope requirements.  Recommends level of contingency and risk required for management decision.  Participates in development of proposal and project execution plans.
Supports Business Development in proposal efforts.  Provides direct input to proposals, strategic plans, client presentations, and contract negotiations.  Ensures that the Win Plan and execution plan is incorporated in the Estimate Plan.
Reviews and approves the preparation of proposal cash flow models and working capital analysis.
Leads or directs discussions in management reviews.  Presents proposal and engineer’s estimates to senior management and clients.
Approves the Project Profitability Summary (PPS) and provides additional input into Policy 222 for release to Management.
Keeps stakeholders fully informed of progress to ensure buy-in of the developing estimate for final bid.

The following duties are performed with respect to Foundation Development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:

Ensures development of tools and databases to support pricing of estimates.  Ensures use of latest tools and techniques by expert estimating professionals.  Provides leadership and guidance in developing parametric methods and techniques, estimating automated systems and databases.
Assists in developing and implementing estimating policies, standards, procedures and training programs.  Provides input to Estimating Department policies that may apply across global business units.
Develops estimating training programs that include developing curricula, selecting instructors, teaching and monitoring effectiveness of programs.

The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:

Performs on site project reviews, as needed.
Reviews estimate-to-project budget conversions.
Reviews cost/price analysis.

The following duties are performed with respect to Estimating Management processes:

Establishes estimating policy and guidance for cost estimating.
Manages overhead budgets.  Provides input to operating plans, department budgets, forecast and other financial reports.
Manages high-level strategies with senior management, and joint venture partners, as applicable.  Clearly communicates the implications of solutions and changes to reach workable solutions. 
Maintains liaison with other global/regional business units to coordinate workload and staffing plans.  Works closely with Manager of Estimating in planning workload and resource allocation.
Responsible for annual performance reviews, salary administration and career counseling for assigned personnel.

Qualifications and Skills:

Basic Qualifications:

Bachelor’s Degree from an accredited university with a minimum of 15 years of related work experience. Must have 21 years in lieu of degree

Minimum Qualifications:

Demonstrated expert understanding of Estimating core processes and procedures.
Expert-level estimating knowledge and experience, with a significant portion of that time spent providing engineering and construction services to a global industry.  High level of technical excellence and inspires confidence in the integrity of the estimate.
Thorough knowledge of and demonstrated experience in all aspects of estimating.  Stays abreast with current state-of-the-art developments.
Knowledge of planning/scheduling and cost engineering project activities. 
Technical and practical comprehension of engineering procurement, and construction functions and general business techniques.
Knowledge of commercial terms and conditions such as currency exchange impacts and hedging arrangements.
Expert knowledge of Estimating and cost management work processes and systems.
Knowledge of competition, targeted markets, current industry and technical developments.
Excellent skill in oral and written communication with demonstrated skill to present estimating information to management and client.
Demonstrated skill in management, supervisory and administrative functions.
