Job Summary

The Manager of HSE is responsible for providing leadership, guidance, and expertise in the design, development and implementation of health, safety and environmental policies, programs, and procedures for an assigned division of the company's field operations.

Job Duties & Responsibilities

Analyzes and oversee all HSE policies and procedures applicable to operations activities to ensure compliance with all local, state, and federal laws and regulations
Identifies and analyzes trends in order to ensure the company’s compliance strategy and policies are comprehensive and effective
Collaborates with training department to update, develop and implement HSE training programs to field operations
Supports operations staff during inquiries and inspections by local, state and federal agencies
Ensures compliance with all Health, Safety and Environmental regulations, and keeps abreast of any changes to laws and regulations that impact the division
Measures division performance benchmarking to create and implement plans with a focus on continuous improvement
Leads and supports investigations of incidents, violations, spills, releases and injuries as appropriate
Identifies root causes and implements corrective actions for driving continuous improvements in all aspects of HSE
Provides strategic direction to sustain a comprehensive system for hazard prevention and control
Travels to locations to provide leadership and training, auditing, inspections and HSE development
Provides operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources
Provides direct and indirect supervision of personnel.  Participate in decisions involving hiring, promotion, compensation administration, and termination of employment
Performs other duties as assigned

Job Specific Skills

Advanced knowledge of environmental, health and safety codes and regulations
Advanced knowledge and technical experience in emergency response hazmat and fire operations
Advanced knowledge of existing state and federal health, safety, regulations while staying current on new regulations either enacted or proposed including but not limited to those of the Occupational Health and Safety Administration (OSHA), Department of Transportation (DOT), Federal Energy Regulatory Commission (FERC)
Knowledge of business implications of decisions; Displays orientation to profitability; Demonstrates knowledge of market and competition; Aligns work with strategic goals
Advanced knowledge of environmental, health and safety discipline and thorough understanding of the operation and structures of other disciplines, particularly oil and gas industry operations
Advanced knowledge of the National Incident Management System and the Incident Command System
Knowledge of drilling, completions, production, and pipeline operations
Background in the development and execution of programs
Knowledge of administrative procedures in order to prepare and maintain reports, budgets, and administrative records as required
Ability to assign, delegate, and direct the work of others
Ability to provide on-the-job training, performance assessment, coaching, motivation, and career development to employees
Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, and the coordination of people and resources
Ability to show flexibility in response to change and adapt to and accommodate new policies, procedures, and technology
Ability to ensure all employees are operating within all Chesapeake, state, and federal guidelines, policies, and regulations

Education

Minimum: Bachelor’s degree - from accredited university

Experience

Minimum: 8 - 12 years related work experience

Additional Qualifications

Ability to possess a valid driver's license
