Job Duties and Responsibilities
DISH Wireless is seeking a Program Manager of Network Operations Center of Excellence (NOCoE) over the evaluation, design, and implementation of best practice business processes to improve network uptime and quality. The Program Manager will support the implementation of process improvements for incident management fault resolution, trouble reporting, and network recovery across the nationwide 5G wireless environment. This role is a key, strategic part of our business, and presents an opportunity to implement and optimize the latest monitoring and reporting solutions. Key responsibilities include:
Day-to-day job responsibilities:
Directs high impact projects involving multiple stakeholders within a program
Supports development of program strategies and monitors all projects to ensure they are aligned
Advises on program planning and management of high impact projects within the program
Manage cross-team dependencies for product delivery to ensure a timely release of complete features
Consolidates the financial performance health across all projects
Develops the business case for escalated financial risks requesting budget adjustment
Identifies and assigns clear ownership of feature tasks to the cross-functional team members and drive the timely execution of each team member
Conducts regular and ad-hoc program reviews with project managers, team and direct business stakeholders
Provide feedback and coaching to project members, as needed, to ensure streamlined program execution and completion
Advocates organization's program management methodology, tools and techniques (e.g., PgMP, PMP, Agile, Scrum, Scaled etc.)
Leads development of processes and use project management tools to monitor and improve delivery efficiency, cadence, and impact of product and solution releases
Driving service impacting incidents to final resolution with 3rd parties
Working with internal teams, driving vendors and is responsible for periodic communications till incident recovery
Compliance tracking and reporting: SLAs, 911 outage reporting, CALEA requests, Security, AWS, and Service Assurance and Network Quality.
Continued improvement efforts (CI/CD) across all business units
Skills, Experience and Requirements
The ideal Network Operations Program Manager will have:
Bachelor’s degree in electrical/computer engineering preferred or a focus on Project or Program Management, or 5 or more years of professional experience in a project, program, or delivery management role
Ability to establish trust and rapport with all levels of the organization
Demonstrated ability to influence other teams without direct authority
Excellent oral and written communication skills with ability to interact effectively with teams at all levels
Ability to create and present executive level presentations summarizing the status of the program and summarize underlining projects
Ability to translate and communicate a business partner's strategic opportunities into requirements for the technical teams
Exceptional data analysis skills and the ability to share complex findings in an easy to understand presentation
Working knowledge of Program management principles, processes, and tools
Self-motivated, and able to efficiently align projects to common objectives of a program
