The Senior Engineering Records Analyst reports to the Data and Records Management Senior Manager.  This person works closely with departmental staff, the IT Department, and other engineering groups, to drive improvement and communicate insights through analysis of data in a variety of formats, from a mix of structured and unstructured sources. 

The position applies data analysis fundamentals and relevant techniques and tools on available data to summarize and visualize data, derive insights, and identify and resolve data quality issues, with as much automation as possible. This person identifies, reviews, and recommends data sources necessary for completion of departmental objectives and works to validate and integrate data from these sources as needed to achieve goals.  Candidates for this role must have proven experience and skills in data driven business process analysis, business process design, and meeting project deadlines as it relates to engineering documentation and record-keeping requirements.  

Responsibilities include, but are not limited to:

Provides the Data and Records Management staff with real time data analysis that relates to establishing and meeting quality objectives and enhancing departmental efficiency and effectiveness 
Organizes and analyzes project data from multiple sources and synthesizes results into meaningful reports and presentations
Develops and administrates tools that improve task performance and the communication of available data, related to 1) Facility Master Data, 2) Engineering Project Document Control, and 3) Engineering Records Administration
Provides guidance on the most effective use of the available data
Provides typical and Ad Hoc reporting from the available data
Provides data related technical support to resolve random issues encountered by users, both internal and external to the Data and Records Management department
Provides recommended improvements to the function and content of the available data and data systems

Qualifications

The sucessful candidate will meet the following qualifications:

Bachelor’s degree in a technical / scientific field is required
6+ years relevant work experience is required
1 year experience using TIBCO – Spotfire software is preferred 
1 year experience in creating Python scripts to automate tasks is required
Experience analyzing GIS data is preferred
Experience using Python or R for data analysis is required
Experience in creating audience targeted, multi-facetted visualizations that quickly communicate complex data sets into meaningful representations is preferred
Basic understanding of descriptive and inferential statistics and data visualization is required
Experience with and conceptual understanding of relational databases, including ability to write arbitrary SQL queries is required
Knowledge regarding version control and automatic backups is required
Knowledge in task scheduling and PowerShell scripting is preferred
Knowledge of best practices in producing effective visualizations is preferred
Ability to manage multiple projects is essential
Ability to adapt to a rapidly changing environment 
Ability to analyze user behaviors and implement user feedback to enhance the design of the user interface / experience is required
Advanced ability to create summary reports using statistical tools, charts, and graphs is required
Proficiency with MS Excel, MS SharePoint, MS Access,  and Oracle is required

The company operates through four segments: NGL Pipelines & Services, Crude Oil Pipelines & Services, Natural Gas Pipelines & Services, and Petrochemical & Refined Products Services. The NGL Pipelines & Services segment offers natural gas processing and related NGL marketing services, as well as NGL export docks and related services. The Petrochemical & Refined Products Services segment operates propylene fractionation and related activities, including 800 miles of pipelines; butane isomerization complex and related deisobutanizer units; and octane enhancement and high purity isobutylene production facilities. It also operates approximately 4,100 miles of refined products pipelines; and terminals, as well as provides refined products marketing and marine transportation services. The company was founded in 1968 and is headquartered in Houston, Texas.
