Bechtel is seeking an Assistant Construction Manager – Highway & Toll to join the Riverside, California team. This team oversees the planning, environmental clearance, design, and construction of projects on the state highway system, under California Department of Transportation (Caltrans) oversight and following Caltrans’ standards and procedures. In this position you will have an opportunity to collaborate with a dynamic team of industry professionals across the globe to support the team.

Assigned to the project team as a representative of the Construction functional group and serves as a link between Construction and other members of the project team. As program management staff, this position ensures that client consultant construction management firms perform their work in accordance with their contract requirements. Ensures that construction requirements are made known to the project team in a timely manner and obtains construction responses to the needs of other members of the project team.

Performs the duties of staff assistant to the Construction Manager and functions as the liaison between office entities and field construction. Performs duties under minimal direction by management. Develops and applies construction procedures which may be unique and innovative in nature to resolve complex and difficult problems which may arise.

The position will report to the Client’s Toll Project Manager, and the work includes assisting in all activities relating to one, or several concurrent contracts, as assigned by management. The specific responsibilities of the role include, but are not limited to, the following:

JOB DIMENSIONS:

A. Supervision Received

Receives operational supervision from the Construction Manager; technical direction and guidance is provided by the Chief Construction Engineer.

B. Supervision Exercised

Provides guidance to project personnel, as assigned.

C. Contacts

Contacts are with the Construction Manager, construction support groups, Project Engineering, Procurement, Project Controls, and field project support personnel including field management and client representatives.

ESSENTIAL JOB DUTIES:

Works directly under the Client’s Project Manager to assist in the overall management of Client administered construction projects including the management of design/construction consultants and construction contractors.
Oversee Construction Management Consultants and ensure compliance with their contract requirements, identify any deficiencies, and recommend corrective actions to the client for implementation.
Review and recommend approval of Contract Change Orders for contract compliance and proper justification prior to Client review and approval.
Coordinate and assist the Construction Management consultant or Contractor in obtaining the necessary permits for construction and ensure the permits are renewed, as necessary.
Provides constructability input and overall design philosophies in early design phases of the projects.
Follows Project Approval/Environmental Document development and makes recommendations regarding constructability and efficiency during this phase of project definition
Follows the Plans, Specification, and Estimate development and conducts constructability reviews at the 30%, 60%, and 95% stage of design.
Interfaces with Design coordinators and Construction Engineering groups to develop the most economical construction methods and techniques.
Participates in overall construction plans, layouts, and organization.
Provides assistance to the Client procurement team in the development, evaluation, and award of construction contracts.
Participates in project team evaluation of office contracts/subcontracts.
Reviews the development and implementation of quality assurance and quality control programs by the construction management consultants and contractors.
Reviews communications received by the Construction group for the project and performs the necessary actions for the Construction Manager with his approval and/or direction. Visits the jobsite, as required.
In the absence of the Construction Manager, interfaces activities with the Project Manager.
Works closely with the Construction Manager and coordinates efforts and activities to meet the project requirements. Participates in the resolution of problems when requested by the Construction Manager.
Participates in meetings with project team members, other Bechtel entities, and client personnel as required.
Uses individual knowledge and familiarity with the assigned job as well as experience, with assistance from the construction support groups, to identify potential problem areas or trends.
Communicates directly with the project team members regarding significant problem areas and solutions.
Coordinates and participates with client and consultant public outreach teams for construction traffic/operations, information, and communications.
Reviews cost reports and schedule reports: Highlights major problem areas, worsening trends, budget overruns, and quantity variances, and brings them to the attention of the Construction Manager and other responsible project personnel.
Maintains awareness of any major quantity changes due to design evolution or scope change. Verifies that field and office documents agree.
Participates in the preparation and review of construction cost estimates, budgets, forecasts, and schedules.
Reviews the weekly progress and work force reports and correlates data for reasonableness, hours worked, percentage complete, performance, and schedule.
Reviews each cost trend and forecast at the project team review meetings and assesses the reasonableness and/or accuracy of the data assembled by Project Controls for field Planning and Scheduling. Thoroughly reviews labor productivity, distributable accounts, quantities, workforce projections and curves, schedules, and scope changes.
Review and recommend for approval consultant and contractor progress payments.
Coordinate with the Construction Management Consultant and Contractor to obtain approval of the Water Pollution Controls plans for the projects and assist or lead the effort to obtain and maintain the certification of the Storm Water Pollution Control Plans.
Ensures all project closeout procedures and documentation are completed and meet client, state, and local agency requirements.
Develop and maintain positive relationships with the City and State inspection and permit staff.

BASIC QUALIFICATIONS:

University Degree in Civil Engineering or Construction Management.
Between 10-15 years of hands-on experience in Construction Management/Construction of transportation related projects.  Heavy preference to experience work on projects under the authority of the California Department of Transportation (Caltrans).
Be customer focused and initiative-taking in all interactions with the client and Bechtel team.
California Professional Engineering license (or ability to obtain one) is preferred.

JOB KNOWLEDGE:

Thorough knowledge of a specific construction engineering discipline gained through a combination of related education and construction experience.
Broad based knowledge of the function and interrelationships of field construction entities and operations.
Knowledge of Bechtel Construction Standard Work Process Procedures.
Understands and applies the requirements of the Project Environmental, Safety & Health handbook and the Bechtel Core Processes to area of responsibility.
Knowledge of the impact and effect of using field automation tools.
Knowledge of environmental compliance laws and requirements.
Knowledge of government compliance standards.
Knowledge of Bechtel’s Zero Accident Safety Philosophy.
Knowledge of current industry standards.
Knowledge of Caltrans Standard Plans, Procedures and Specifications.
Knowledge of the various construction delivery methods, CMGC, Design-Build, Progressive Design-Build, etc.
Knowledge is normally gained through technical educational courses that may be applied to engineering activities as well as experience in construction engineering which includes supervisory responsibilities and technical guidance of junior field engineers.
