Job Description

The Inspection Laboratory Supervisor , under guidance from the Laboratory Superintendent, plans and directs the activities of the Inspection Laboratory. This position is primarily responsible for completion of samples required for monitoring, controlling, and maintaining the quality of refinery feedstocks, intermediates, and final products in compliance with company policies and procedures, specifications, applicable government regulations, industry standards, and labor agreements.

Responsibilities May Include:

Taking ownership for safety, health, and environmentally related requirements/regulations and communicate with staff to ensure compliance with Company policies and governmental objectives.

Planning, directing, and monitoring work activities of Inspection Laboratory employees

Evaluating laboratory technicians and providing training and mentoring, as needed, to develop a high performing organization.

Coordinating QC lab testing and product certification.

Responsible for product quality and associated management systems including:

Laboratory Information Management System (LIMS), ASTM round robin program, Phillips 66 round robin program and laboratory statistical quality control program.

Ensuring transportation fuels testing, product release procedures and records required for government are maintained, audited and accurate.

Auditing third party labs to verify their capability.

Serving as a liaison with Operations. Maintaining good working relationships with internal/external customers including unit operators, optimization engineers, product blenders, etc.

Ensuring laboratory instruments/equipment are properly maintained and repaired to assure business continuity.

Serving as active member of Phillips 66 Networks, as appropriate.

Assisting with the departmental expense budget as required.

Continuously monitoring laboratory capability and implementing improvement action plans, as needed.

Developing/implementing policies and guidelines, ensuring conformance to established company and regulatory requirements.

Ensuring the timely handling of incident reporting, payroll, vacation, maintenance work orders, requisitions, invoices, etc. in SAP

Ensuring the effective administration of Labor Agreement provisions as they relate to Laboratory business activities.

Review Laboratory Standard Operating Procedures to ensure compliance with current ASTM methodology, government regulations, and Company specifications.

REQUIRED QUALIFICATIONS:

Legally authorized to work in the United States

High school diploma or GED equivalent

Valid Driver’s License

3 or more years of experience in a petroleum processing/manufacturing facility and have a working knowledge of refinery operations and processes

PREFERRED QUALIFICATIONS:

B.S in Chemistry or related Science discipline

2 Years or more experience in a laboratory environment with extensive knowledge of applicable ASTM. EPA, Federal, State and local regulatory requirements

Prior experience with transportation fuels testing and product certification

Demonstrated abilities in collaboration, problem solving and conflict resolution

Ability to interface and interact with Operations Supervisors and Engineers on data quality and sample testing needs.

Ability to work in substantial autonomy and latitude to identify and recommend solutions to problems to improve overall Laboratory quality and work environment.

Proficient in overseeing the existing quality programs at the laboratory

Strong skills in communication and teamwork and ability to interface and interact with Operations Supervisors and Engineers on quality and testing issues

1 or more years’ experience with statistical process control techniques

1 or more years’ experience with Laboratory Information Management System

1 or more years of experience in Contract Covered Worker scheduling and planning and organizing laboratory testing

Proficient (perform the skill with limited assistance) in Microsoft office (Word, Outlook, Excel, PowerPoint)
