Project Overview:
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile.
The PCAPP plant began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be an US citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
This is a long-term assignment with a 4/10s schedule. The work hours are from 6:00 am - 4:30 pm Monday - Thursday or Tuesday - Friday. This position may require additional overtime hours as deemed necessary.
Responsibilities:
The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements for the project or effort as defined by an agreed-upon scope that will be used to make key management decisions:
Performs quantity takeoffs for a discipline or commodity specialty using design drawings. Collects, reconciles and verifies data for summary comparisons.
Applies unit rates (cost and job hour) to quantities and performs portions of the total cost estimate within a discipline or commodity specialty using standard estimating templates.
Produces cost estimates using a crew-based approach including the formation of crews from multiple crafts.
Prepares portions of estimates by estimating detailed pricing for manual labor rates (capital cost estimates) and/or field office non-manual labor and other direct costs (ODC) in addition to home office labor and ODCs.
Develops cost models for travel, relocation, automation, and ODCs computations.
Generates field indirect and distributable costs using detailed guidelines and/or standard templates.
Provides input to estimate basis documentation capturing assumptions, rationale, scope inclusions, and exclusions for specific contributions.
Supports reporting efforts and estimate summary presentations for estimate reviews.
Quantifies and spreads escalation based on project schedule and estimated costs.
Calculates project cash flows and the corresponding time value of money as the cost of working capital and generates payment schedules.
The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:
Assists in the conversion of estimates to budgets by entering and collecting commodity coding system and work breakdown structure data.
Supports cost analysis services by working with discipline or specialty groups to collect, develop, classify, and verify study support data.
Provides support for special estimating and other assignments.
Develops and supports Primavera P6 schedules for the proposed work.
Qualifications and Skills
Basic Qualifications:
Level 1: Bachelor’s degree from an accredited university and at least 6 years of professional experience or, in lieu of a degree, a high school diploma or equivalent and at least 12 years of professional experience.
Level 2: Bachelor’s degree from an accredited university and at least 9 years of professional experience or, in lieu of a degree, a high school diploma or equivalent and at least 15 years of professional experience.
US citizenship is required per contract requirements.
Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
Minimum Qualifications:
Large-scale infrastructure estimating experience for engineering, procurement, and construction scope.
Must have intermediate Microsoft Office skills.
Skilled in oral and written communication.
Demonstrates intermediate-level understanding of Project Controls general technical skills.
Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
Proficiency in PC operating systems and several basic software applications such as Excel, Word, and PowerPoint.
Preferred Qualifications:
Prior estimating experience for large-scale complex EPC projects.
Proficiency in multiple discipline-specific applications (Primavera, Cost processors, etc.).
Previous Earned Value Management System experience on a government EPC job.
Prior project controls onsite field construction experience on large, complex EPC projects.
Flexibility to respond to urgent project requests and/or changing priorities.
Ability to work under pressure and with minimal supervision.
Demonstrated ability to work with people of varied backgrounds and objectives.
