Procurement Sr. Supervisor is responsible for execution and coordination of Enterprise or Organizational directives, daily direction, supervision, and evaluation of the assigned purchasing team. This person carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities can include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Primary responsibilities fall into the following categories:
Builds a “Spend Money Like it’s Your Own” culture within DISH to support strategic decision making, and to optimize business value, minimize Total Cost of Ownership and improve Procurement Cycle time. Works closely with the Forecasting/Planning, Analytics, Strategic Sourcing, and Center of Excellence teams to support internal DISH customers in procuring the right products at the right price at the right time.
Designs a compelling strategy that optimizes purchasing personnel and systems to help deliver the company’s business objectives. Analyzes market conditions; keeps abreast of trends; explores sources of supply, studies new products, and researches departments’ requests for all products and commodities, esp. in ad hoc scenarios. Works with departmental representatives to determine specific needs, arranges for demonstrations, and distributes literature and samples.
Processes requisitions; groups purchases to secure price advantages of quantity buying; composes and edits specifications; solicits formal bids in accordance with standard procedures and solicits informal bids by telephone, fax, email or personal contact; compares and analyzes price quotations.
Studies quality of products; determines vendor from whom purchases will be made; places orders; negotiates and renews bids and purchases; investigates complaints and secures adjustments; follows up on deliveries
Maintains data and prepares reports using office automation software; maintains and improves vendor relationship by maintaining SCM code of conduct
Participates in score carding and/or business reviews with key vendors; makes sure that all business transactions and activities are compliant to Sarbanes-Oxley (SOX)
Measurement and management of KPIs, workload, and various budget, performance, and staffing metrics.
A successful Procurement Sr. Supervisor will have the following:
Bachelors Degree from an accredited college preferred and 4 years experience in purchasing, commodity analysis, program management, or related Supply Chain field; or combination of both
Previous experience at the Supervisory level or higher. Previous independent responsibility with direct report evaluations, time management, development plans, etc as well as contributions to budgeting, compensation, agendas, etc.
Knowledge of principles and practices of purchasing, including: ethics, Internet research, standards, bid evaluation, competitive bidding procedures, quality control, inventory standards and control; data collection techniques for establishing sources of supply, product, and vendor information; market research techniques; general law of contracts; office procedures; office hardware and software [ERP (especially Oracle), database management, Google and/or MS Office products]
Ability to work independently, conduct studies, analyze and evaluate data, and make recommendations and decision on complicated or high-profile projects; prepare RFQ and bid requests; perform math calculations such as calculating interest, discounts, and shipping charges; use common units of measure; negotiate within established parameters; maintain an effective liaison with vendors, management staff, and co-workers
Excellent verbal and written communication skills demonstrated by preparation and presentation of written and oral reporting.
