SUMMARY
Individual will report to the Regional HSE Manager and will have immediate safety and security program related responsibilities for assigned Pipeline and Trucking assets. Primary tasks include managing the safety and security program, assisting with regulatory compliance activities, completing IH monitoring, accident and incident investigation and reporting, internal and external auditing, and contractor oversight. This individual must establish and maintain effective working relationships with managers, supervisors, and employees.
ESSENTIAL FUNCTIONS:

Assist with Safety Training
Active in the field with employees to coach and mentor Plains safety policy’s
Reviewing Work Permits
Conducting safety audits
Conducting incident investigations for company employees and contractors
Conducting industrial hygiene monitoring for noise, benzene, lead, etc.
Working with Security Director implementing security plan for the district
Participating in project kick off meetings
Conducting contractor safety audits
Responsible for contractor safety oversight, this includes operation contractors and major projects
Responsible for implementing and upkeep of safety files for the district
Approve MOC’s for responsible area/facilities
Participate in external DOT and safety-related audits
Assist with other regulatory compliance tasks as needed
Overnight travel is required and this position must be available to respond to emergencies 24/7. This position is 75 percent of time in field 25 percent in office.
KNOWLEDGE & SKILLS:
Candidates must have knowledge of pipeline and trucking operations.
A strong working knowledge of OSHA and PHMSA regulations as they pertain to the commercial transportation industry is preferred.
This position requires the candidate to be proficient in written and verbal communications skills, have strong interpersonal skills and to be adept in Microsoft Office programs (Outlook, Word, Excel, and PowerPoint).
EDUCATION / EXPERIENCE:
Bachelor’s degree in Occupational Health and Safety, Science, a related Technical discipline, or 5+ years field related experience.
Must be detail and task-oriented with the ability to work independently but also assist team members to accomplish shared goals.
Additional Requirements:
Must participate in Plains Medical Surveillance and Drug and Alcohol program as required under OSHA’s 29 CFR1910.120. & PHMSA, 49 CFR Parts 192.
Must be able to apply and obtain a Transportation Workers Identification Credential (TWIC).
