DESCRIPTION

The Sr. Contract Specialist – Midstream – Southwest Region is responsible for the development and fulfilment of Procurement Contract requirements for the Southwest Region Midstream Business Unit, whose main office is located at 600 South Tyler Street, Amarillo, TX. The role will execute the sourcing and contracting of goods and/or services on behalf of the Southwest Region Midstream Business Unit accounting for $30MM+ in annual spend. This also includes the execution, operationalization, and life-cycle management of sourcing and contracting strategies while ensuring alignment with applicable Category Management strategies.

Responsibilities May Include

Executes the contracting processes (i.e. contract strategies and development, sourcing, contracting, and supplier management).

Develops sound, fit for purpose contracts of the highest standard, and to the schedule requirements of the business.

Complies with Procurement Policy, Internal Control Standards, and Contracting Standards and Key Procedures.

Supports continuous improvement efforts to streamline contract management processes and attain the highest level of customer service.

Supports the development and continuous improvement of standard contracting templates and contract clauses.

Strives to achieve in all aspects of contracts excellence; planning, solicitation, development, negotiation, execution and operationalization.

Applies knowledge of commercial contract law and P66 guidelines, practices, and requirements to develop appropriate terms and conditions.

Implements new contracts, uploads contracts into the Phillips 66 Global Contracts Management System (Ariba) and ensures effective transition of contract terms to business stakeholders.

Supports implementation of contracts and OLAs (where applicable) in Ariba, ECM or SAP.

Develops master agreements, contract service call-offs, amendments, and contract addendums.

Maintains appropriate contract files in accordance with document retention policies and supports required audit activities.

Drives formal RFx (requests for information, proposals or quotes) through Ariba; performs pre-bid / pre-award meetings; analyzes suitability of bids dependent on time constraints, cost, safety and quality assurance; prepares bid evaluations and seeks appropriate approvals of awards.

Supports consultation regarding post-award contract disputes.

Leverages best practices to enable new approaches to Contracts processes.

Manages stakeholder communications regarding Contracts process changes.

Resolves contract issues (pricing, quality, timing, claims, liens, etc.) associated with purchase agreements and deliverables, as required.

Works with Legal to ensure compliance with all P66 requirements and legal statutes.

Purchasing and making decisions that result in the optimal cost of ownership.

Interface across functions and with key stakeholders in a matrixed organization.

POSITION REQUIREMENTS

Basic/Required:

Legally authorized to work in United States with valid driver’s license

High School diploma or GED

3 years or more of related procurement, business, or engineering work experience

Experience with SAP functionality

Preferred:

Bachelor's degree in Business, Supply Chain, Engineering, or relevant discipline

Experience leading multiple Procurement initiatives concurrently across sourcing, contracting, materials management, and Procure-To-Pay (P2P)

Proficient in sourcing, negotiations, and contracting

Proficient in Microsoft Office, PowerPoint, SAP, Ariba, and other procurement technologies

Working knowledge of category management, strategic sourcing, contracting, supplier management, and spend analytics

Strong analytical, written, verbal, and interpersonal communication skills with ability to negotiate and influence critical decisions

Phillips 66 operates as an energy manufacturing and logistics company. It operates through four segments: Midstream, Chemicals, Refining, and Marketing and Specialties (M&S). The Midstream segment transports crude oil and other feedstocks; delivers refined products to market; provides terminaling and storage services for crude oil and petroleum products; transports, stores, fractionates, exports, and markets natural gas liquids; provides other fee-based processing services; and gathers, processes, transports, and markets natural gas.
