Located in Boulder, Colorado, University Corporation for Atmospheric Research (UCAR) serves and participates in a collaborative community of researchers and educators who are dedicated to understanding the atmosphere -- the air around us -- and the complex processes that make up the Earth system, from the ocean floor to the Sun’s core. UCAR manages the National Center for Atmospheric Research (NCAR) on behalf of the National Science Foundation and the university community.

What You Will Do:

Under general direction from the Compensation Manager, leads and supports compensation activities to develop and administer compensation programs.  Conducts research, analyzes data, and makes recommendations on compensation. Involved in strategic development of compensation initiatives. Develops and participates in compensation surveys to collect and analyze information on organizational competitive position. Acts as internal consultant for management on compensation matters.  Leads or participates in special projects/compensation initiatives. 

Responsibilities:

Market Evaluation/Analysis:

Leads the annual market evaluation and analysis of all UCAR/NCAR positions.  Report out results for management.
Recommends the appropriate position classifications to ensure a competitive market status.
Provides options to management in regard to competitive market positioning.
Completes national and regional salary and policy & procedure surveys. Develops and maintains a compensation database. Uses survey data to analyze market pricing for new classifications and recommends salary range. Oversees the survey budget.  
Researches and analyzes survey data to project future salary range movement and merit increases.

Salary Planning:

Leads the planning and administration of the annual salary increase project. 
Documents established IT requirements and tests the salary increase module. 
Communicates annual process to Administrators and Managers. Point of contact for merit module.
Develops final merit increase reports for management.

Communication:

Provides information and guidance to Administrators/Managers on compensation strategies and solutions.
Provides information to staff on UCAR pay practices and compensation processes.
Develops and revises content for a comprehensive compensation website. 
Documents processes and recommends process changes.

Leadership:

Back-up for Compensation Manager
Supervises Compensation Analyst providing training, mentorship and supporting professional development.

New Hire Salaries:

Works closely with Talent Acquisitions team and collaborates with Administrators/Managers on salary recommendations for new hires. 
Ensures equitable compensation within the organization. 

Reporting and Research

Researches and provides compensation related data reports.  Produces analytical reporting related to compensation and other employment activity. 
Submits federally required reporting, including the EEO-1 and VETS-4212 data requests. 
Responds to compensation audit requests such as NSF inquiries, grants and proposals.
Responds to employee relation compensation inquiries supporting the Employee Relations Manager. 

Reclassifications:

Partners with NCAR Directorate on Ladder Track actions and ARG reclassifications.
Serves as the back up to complete reclassifications.
Works under a completion service level agreement.

What You Need:

Education and Years of Experience

Bachelor’s degree in related field and at least five years of experience in Human Resources Compensation; or an equivalent combination of education and experience.

Desired but not required:

Certified Compensation Professional
Familiarity with Office of Contract Compliance Programs and federal reporting.

Knowledge, Skills, and Abilities

Extensive working and practical knowledge of compensation systems, techniques, theory practices, methods, programs and plans including regulatory, current state and federal wage and hour laws and requirements. Includes job evaluation and analysis, salary administration, and quantitative analysis for compensation planning.
Demonstrated expertise in compensation strategies and tactics including sign-on and retention options.
Ability to translate organizational imperatives into a cohesive compensation strategy.
Strong consultative approach with a demonstrated ability to develop successful relationships, acknowledge agility, and influence at all levels of an organization.
Proven ability to independently manage multiple projects/priorities and a high compensation request load in a fast paced, customer-centric setting.  Includes the ability to make sound decisions and provide direction for the team within a service level agreement.
Advanced skill in spreadsheets and databases.
Working knowledge in a HRIS/HCM system, sql statements and reports.
Advanced skill in analyzing job and occupational components.
Advanced knowledge of position description job content.
Advanced skill in compiling, researching, analyzing and interpreting statistical information. 
Strong oral and written communication skills.
Ability to maintain confidentiality of personnel data.
