Job Summary:
The Environmental & Safety Specialist shall contribute to development and effective implementation of strategy, programs, systems and processes that ensure that the Astoria Gas Turbine Site is in compliance with all applicable safety and environmental laws and regulations as well as corporate safety and environmental policies, goals, targets and compliance programs. The Environmental & Safety Specialist will update safety and environmental databases, prepare regulatory filings, and review compliance. Working with plant management, the Environmental & Safety Specialist shall participate in developing and implementing safety and environmental projects central to the Station success and longevity and other special projects on an as-needed basis.
Essential Duties/Responsibilities:
Materially contribute to the safe and environmental compliance and direction of the Station by:
Ensuring compliance with regulations, including OSHA, USEPA and state (NYSDEC) and city (NYCDEP).
Undertakes activities to verify and improve safety and environmental compliance.
Administering safety and environmental databases/information systems.
Prepare regulatory filings, reports, and submittals.
Identify potential safety and environmental risks and hazards and managing opportunities for continuous improvement.
Work with members of other internal teams and external parties on ongoing matters and projects as needed.
Key Skills and Attributes:
Knowledge of OSHA regulations and Occupational Health Standards.
Knowledge of EPA and NYSDEC regulations on air, water, oil, hazardous waste, and land use/remediation as applicable to the Station.
Ability to think critically and analytically – to identify and implement efficient and continuous improvement in key aspects of Station operations.
Experience and/or ability to develop and maintain budgets.
Ability to identify root causes of issues and make sound business decisions.
Ability to take initiative and be a self-starter, including keeping up to date on industry safety and environmental changes and developments.
Working knowledge of safety and environmental management systems and functions.
Ability to manage interpersonal relationships, including cultivating and maintaining effective networks within and outside the company to achieve business results.
Ability to negotiate, present ideas and recommendations to effectively educate and persuade others.
Strong written and persuasive verbal communication skills.
Attention to detail in the development and delivery of work product.
Available 24 hours a day, 7 days a week when needed.
Ability to work effectively in a team environment.
Required Qualifications and Experience:
High School diploma and at least five years of industrial experience in both safety and environmental.
Computer skills including competency with spreadsheets, word processors, presentation tools, etc.
Preferred Qualifications:
Bachelor’s degree in an Engineering discipline or Environmental Sciences and/or Occupational Safety/Health
Previous experience in the power industry
Knowledge of power plant security plans
New York experience with NY City Fire Dept requirements and NY State DEC
Physical Requirements / Working Conditions:
This position is a combination of work in office and industrial settings.
Must be able to wear required personal protection equipment (PPE) such as hard hats, safety glasses, goggles, face shields, hearing protection, respirators, fall protection harnesses, and other PPE as required.
Duties require extensive manual dexterity in usage of computer terminal and keyboard, while sitting for long periods of time preparing budgets, work scopes, testing and outage schedules environmental compliance documents, and other reports as needed.
May be required to perform equipment or site inspections by climbing vertical ladders in excess of 20 feet and stairways in excess of 40 feet, using step stool, kneeling, bending, walking over uneven surfaces such as loose rock, walking long distances, open grating, up and down staircases.
May be required to prepare and conduct training, including mentoring individuals one-on-one. In conducting training, may be required to carry training materials, and to stand for extended periods of time.
