Responsibilities
Work closely with program management on development of Integrated Management Plan (IMP), Integrated Management Schedule (IMS), Organizational Breakdown Structure (OBS), Work Breakdown Structure (WBS) & Responsibility Assignment Matrix (RAM) in support of program Statement of Work (SOW) and schedule
Coordinate with Program Managers (PMs), Control Account Managers (CAMs), schedulers, contracts and Financial Planning and Analysis (FP&A) to develop, integrate, analyze, and maintain the budget / schedule baseline. Ensure timely & compliant Earned Value Management (EVM) reporting and all contract modifications are appropriately structured, documented, planned and incorporated into the Contract Budget Baseline (CBB)
Review and approve program costs for billing submittals and ensure incurred cost submissions are compliant to Federal Acquisition Regulations (FAR). Initiate detailed analysis in support of risk assessments and contingency / recovery plans, and make recommendations to the program management team
Run a variety of weekly / monthly reports and internal audit activities to ensure accurate cost collection and dissemination
Reconcile data discrepancies and correct errors in costing. Develop, integrate, analyze and update Generally Accepted Accounting Principles (GAAP) Estimates at Complete (EACs) to determine program performance against Annual Operating Plan (AOP) targets and prior forecasts
Decompose forecasts by element of cost to determine reasonableness and accuracy in concert with SOW
Identify risks and opportunities and make recommendations to program management team
Compile data from multiple teams / areas and develop reports for internal and external reporting requirements
Support Government agency (DCAA/DCMA) audits and reviews as well as internal audits to ensure continued compliance. Identify weaknesses and recommend solutions to mitigate issues and strengthen processes or adherence to the processes
Troubleshoot process and tool issues to determine root cause and corrective actions
Gather, compile and analyze data to support Government compliance to FAR/CAS requirements and overall internal reporting and rolllup
Develop and present information to senior management as required. Work on continuous improvement initiatives to strengthen process, tools, and resources for compliance, efficiency, transparency, collaboration, improve profitability and support Defense business growth
Ability to decompose, analyze actual and performance data to develop accurate and timely forecasts and ensure integrated cost and schedule is controlled, accurate and supportable
This position is the focal for material and inventory to support supply chain and operations forecasting, visibility, performance, and reporting requirements.
Qualifications
Requirements:
Bachelor's and 6 to 9 years' related work experience, a Master's degree and 4 to 7 years' related work experience or an equivalent combination of education and experience
Strong computer skills and ability to quickly decompose and analyze data required
Ability to closely adhere to and coach others on process controls and Government compliance requirements
Ability to develop, prepare, and analyze integrated program plans, schedules, and budgets; develop business case analyses; and perform financial analyses for material and inventory processes (e.g., EACs, management reporting, variance analysis, etc.
Must be a Natural Born Citizen of the United States

Must have or be able to obtain a secret DOD clearance
