Facebook's Public Policy team is seeking a Public Policy Manager for its Connectivity Policy Team to support the efforts of Facebooks Connectivity and Network Investments teams, who are engaged in infrastructure projects globally. Primary activities will include: (i) assessing and mitigating policy risk associated with potential projects; (ii) providing appropriate guidance to business teams (iii) working to avoid, address and/or remove policies or regulatory barriers during planning and execution phases of relevant projects; and (iv) otherwise developing and advancing our positions on technology and telecommunications policy issues. Candidates should have experience and familiarity with telecom and technology regulation and policy, technology and network deployments, and experience working with regulators and other government officials, including in Emerging Markets. Candidates should also have experience working in cross functional teams. They should share our vision of making the world more open and connected.
Public Policy Manager, Connectivity & Access Responsibilities
* Provide policy planning support to Facebook business teams responsible for developing and leading connectivity and infrastructure deployment projects globally, and serve as primary point of contact for such teams with respect to policy matters
* Work closely with internal and external stakeholders to identify and mitigate regulatory and policy risks related to our connectivity and infrastructure projects
* Develop and implement appropriate review processes to allow business teams to achieve their objectives efficiently while effectively managing the potential for policy risk
* Clearly and concisely communicate project timelines to regional policy teams and other policy stakeholders, and manage the internal cross-functional approval process--including tracking of milestones and ensuring the timely resolution of issues
* Develop a deep understanding of the implications, barriers, constraints, risks, and gaps that need to be addressed to deploy infrastructure to advance our connectivity and network deployment goals in targeted regions and locations
* Identify, monitor, and analyze regulatory and policy issues and trends relating to connectivity that may affect Facebook, develop and implement processes to advise relevant business teams and executives of such issues, and advise on and influence alternative strategies for addressing such issues and trends
* Attend regular cross-functional meetings with business teams, Legal, Communications, Privacy, and other internal stakeholders to provide connectivity policy input, and provide regular updates and readouts from those meetings
* Develop and articulate Facebooks policy positions in briefing papers, consultation responses and internal policy meetings
* Help prepare briefing documents - including overviews, messaging and Q&A - for the broader policy team and company management in project development and rollouts
* Communicate Facebooks positions in external meetings with key stakeholders, including government officials and private sector partners
Minimum Qualifications
* 8+ years of work experience in telecommunications/internet technology sector and in dealing with regulatory and policy issues related to connectivity policy and regulation
* Business and telecommunications/technology-oriented experience
* Experience addressing technical and regulatory issues
* General knowledge of political systems and policy, regulatory and societal institutions
* Demonstrated experience working collaboratively with cross-functional teams
* Experience in policy engagements for a multi-national corporation or international institution
Preferred Qualifications
* Government experience
* Advanced degree in public policy or law
* Communications experience
