Introduction
Provides support to the NiSource Local Distribution Companies (LDC) Regulatory Personnel by working with cross functional teams to plan, prepare, research, analyze, litigate, implement and comply with each States Regulations. Within this environment, the Regulatory Analyst will strive to preserve and enhance income through accurate, timely and innovative regulatory activities, including but not limited to: rate case filings, natural gas cost recovery filings, infrastructure replacement filings, tracker filings, tariff filings, integrated resource plan filings and other compliance filings; special contract development support and filings, gross margin determination, regulatory asset accounting, comprehensive data analysis, analytical studies, rate design and sales support. Responsibilities may also include coordinating among multi-functional areas; research, analysis and implementation of specialized and/or complex regulatory studies.
KEY RESULTS:
* Analytical studies that provide regulatory alternatives and recommend regulatory strategies that maximize the LDCs ability to generate revenues and provide for timely recovery of costs including a return on invested capital
* Fulfillment of regulatory filings, cost of service and cost allocation studies in accordance with commission regulations
* Timely recovery of LDCs costs that are includable in Commission approved recovery mechanisms including but not limited to gas costs and energy efficiency costs
* Timely and accurate development, interpretation and input of approved rates into customer billing system.Verification that customers bills are correctly calculated.
* Responsive explanations for variances, imbalances and discovery requests
* Innovative, competitive, revenue-enhancing rate design and special contract pricing
* Comprehensive financial support, including accurate financial reporting of regulatory items within external filings, financial plan updates and internal management reporting
* Regulatory consulting advice to management as new business transactions, statutory regulations and Utility Commissions requirements are being evaluated or implemented
* Partnership with other internal groups
ESSENTIAL RESPONSIBILITIES:
Regulatory Analyst:
* Performs duties under close supervision
* Compiles, organizes, analyzes and formats data for gas cost recovery filings, cost allocation studies, base rate case filings and other regulatory reports and filings under supervision
* Provides accurate tariff maintenance
* Provides fundamental rate interpretation, maintains rates in the billing system, coordinates billing changes
* Provide regulatory support to other business units and project teams
* Assists in ensuring accurate financial records
* Maintains awareness of state projects and/or matters in the provision of good customer service
* Ensures the seamless flow of information amongst team members
* Embraces and utilizes new technologies and strives for continuous improvement
* Prepare test scripts for SOX internal control testing, perform and record testing results to maintain adequate internal controls to comply with Sarbanes-Oxley requirements
Senior Regulatory Analyst (Includes Regulatory Analyst duties plus):
* Compiles, organizes, analyzes and formats data for various regulatory filings
* Provides regulatory support to internal project teams and individuals
* Interprets and analyzes Commission regulations, rate orders, Commission Staff reports and interveners positions
* Coordinates external and internal audits
* Assists in ensuring accurate financial records
* Coordinates tasks within assigned projects
* Aids in development of tariff language
* Provides technical support for responding to outside parties such as Commission Staff, Consumer Advocates, legal counsel, and natural gas suppliers
* Maintains rates in the customer billing system and verifies the customer bills are correctly calculated
* Leads billing implementation changes with IT and other internal groups
* Assists Managers and Lead Regulatory Analysts with duties, including training of Regulatory Analysts
* Ensures the seamless flow of information amongst team members
* Embraces and utilizes new technologies and strives for continuous improvement
* Performs SOX internal control testing and records testing results to maintain adequate internal controls and comply with Sarbanes-Oxley requirements
* May provide expert testimony in support of filings
Lead Regulatory Analyst (Includes Senior Regulatory Analyst duties plus):
* Provides functional guidance to the Regulatory Analysts
* Provides expert technical regulatory advice
* Leads projects, provides supervision to project team members and/or coordinates activities within a project requiring specialized analysis
* Provides expert testimony in support of filings and participates in related negotiations
* Initiates studies of emerging issues impacting the business; alerts supervisors and potentially affected parties
* Recommends approaches to preserve or enhance revenue where applicable
* Prepares analytical regulatory studies, recommends actions and implements new procedures
* Requests, compiles, organizes, analyzes, and formats data for regulatory filings and special contract arrangements
* Provides expert tariff interpretation and development for multiple jurisdictions
* Monitors energy industry trends, analyzes potential impacts and recommends approaches
Qualifications
REQUIRED:
Regulatory Analyst:
* Requires BS/BA in accounting, finance, economics, or other business discipline.
Senior Regulatory Analyst:
* Requires BS/BA in accounting, finance, economics, or other business discipline
* Demonstrated ability to work with minimal supervision in an accurate and timely manner and deliver results
* Proven record of experience in the regulatory environment, public accounting, finance and/or accounting discipline
* Demonstrated ability to be self-motivated
* Exhibited expert technical skills and attention to detail
* Proven experience in the regulatory environment, financial planning, finance and/or accounting discipline
* Excellent verbal and written communication skills
* Solid working knowledge of MS Office (Excel Word)
* Works well in a team environment
Lead Financial Analyst:
* Requires BS/BA in accounting, finance, economics or other business discipline
* Demonstrated proficiency in multiple functions / successful assumption of increasingly technical projects and responsibilities
* Proven ability to provide expert technical advice to others in an accurate and timely manner
* Familiarity with energy markets
* Able to successfully lead and coordinate projects and supervise project team members
