What We're Looking For

The time is right to join HNTB! We are currently seeking a Deputy Program Executive at our JFK Airport project office in NYC. This role is responsible for the leadership and management of the terminal/infrastructure program and design work in support of the program’s profitable performance.

This role is responsible for proactively managing the program’s scope, schedule and budget, contractual obligations, project communications and delivery of quality projects on time, on budget and to the client's satisfaction. In collaboration with the Program Executive, they will take appropriate measures to ensure full adherence to applicable contract(s).

Primary Focus Will Include:

Oversight of procurement, design and construction process of design build contractors, Port Authority multi-bid contractors, and terminal developers in compliance with contract requirements, laws, regulation, code, guidance, resolution, policy or Port Authority initiative

Ability to drive outcomes meeting complex and aggressive scope, schedule and budget constraints for major capital programs

Preferred Qualifications and Skills:

BS in Engineering, Architecture, Program Management or a related field

20+ years’ experience designing and constructing aviation transportation facilities in excess of $1B - $5B+ New York PE or AICP or ability to obtain

Ability to work with executive leadership of the client, understand their vision and implement strategies to meet those objectives.

The Deputy Program Executive is responsible for representing and providing owner oversight in all aspects of terminal and infrastructure redevelopment projects. Responsibilities include, but are not limited to the following:

Terminals

Lessee Agreement monitoring / oversight –Implement a monitoring program to verify key elements are delivered with expected quality and fitness for purpose

Interface Management – understand and manage all the interfaces between a Lessee and other entities to ensure work efforts are coordinated and any issues or conflicts are resolved in a manner that supports timely progression of all work

Design Oversight – ongoing design oversight to ensure that the requirements specified in the Lease Agreement and RPW’s are addressed through the Lessee’s design progression

Construction Oversight – Oversight of all construction efforts by Lessee team.

Managing program budget and contingency related to Terminals projects

Managing contractual and financial matters related to terminal redevelopment projects

Managing third-party agreements

Managing Lessee Agreement compliance and quality management in accordance with owner/program requirements

Infrastructure

Contract monitoring/oversight – implement a monitoring program to verify key elements are delivered with expected quality and fitness for purpose

Interface Management – understand and manage all the interfaces between the contractor and other entities to enable the contractor a clear path to completing its scope

Design Oversight – ongoing design oversight to ensure that the requirements specified in the contract are addressed in the design submittals

Construction Oversight – Oversight of all construction efforts

Working with the Program Controls Manager to manage and forecast program budget and contingency related to infrastructure projects

Managing contractual and financial matters

Managing third-party agreements

Managing contract compliance and quality management in accordance with owner /program requirements

Oversees the team involved with stakeholder coordination, outreach and MWBE compliance activities.

General

Ensures all project design criteria meets contractual requirements including relevant national standards and the Industry Standard of Care

Leads team (HNTB, owner and subconsultant staff) for assigned tasks and deliverables to ensure all deliverables are materially compliant with the contract and delivered within negotiated schedule and budget

Ensures changes are identified and works with the Contract Manager to vet and advance changes to their successful resolution and incorporation into the Work Plan

Participates in monthly (minimum) Project Reviews at the direction and discretion of the Executive Program Manager

Utilizes program risk register for all phases of project deliverable production and addresses issues with developer, contractor and project team to ensure all work is completed and out of scope work dealt with in strict accordance with the contractually mandated change and/or claims process

Participates in subconsultant utilization strategy; selection; scope and fee development and negotiation; contracting; and performance

What You'll Need

Essential Responsibilities:

Acts as the client’s agent in delivering complex PMC services for key clients in the areas of strategic planning, alternative delivery, innovative financing, procurement/contract management, risk management, project controls, quality management, construction management, project closeout and acceptance, and operations/maintenance.

Routinely resolves difficult issues of significant financial impact, assessing and managing risk on behalf of the client.

Identifies opportunities to advance HNTB’s presence and revenue opportunity in the PMC space, leveraging nationally acknowledged reputation to pursue and land those opportunities.

Nationally well-known expert in their respective industry with well-established strong client connections. Represents HNTB with state and national industry organizations.

Interacts with executive level government or public officials and/or executive level clients on advanced program matters often requiring coordination between organizations.

Responsible for defining staffing needs for the delivery of services, providing direction and oversight to Project Managers, other staff, client staff and subcontractors.

Has an awareness and understanding of the political environment and sensitivities in which a program is being delivered.

Able to lead HNTB team in understanding client perspectives and vision of success while keeping staff connected to firm culture and organization.

Develops a deep understanding of full range of HNTB services and firm-wide resources.

Leads the development of client service action plans and client project reviews.

Performs other duties as assigned.

Minimum Qualifications:

Bachelor's degree in Architecture, Civil Engineering, Construction Management or related discipline
