The Senior Quality Engineer, reporting directly to Narda West's Quality Manager, shall be responsible for developing, implementing and maintaining Quality standards, methods, instructions and planning for all product lines. Serve as a member of the QMS audit team and support QMS activities. Provide technical direction to Inspectors and publish internal process performance reports for Process Owners and Management. Team with Operations and Engineering to anticipate, identify and resolve manufacturing-related problems.
Essential Functions:
* Review customer purchase orders and contracts for the purpose of identifying special requirements and ensuring those requirements are reflected on internal work instructions (quality clauses imposing special inspection/test, customer sourcing inspections, special packaging, etc.). Identifying contract requirements that might be inappropriate and/or have serious cost impacts.
* Review and approve production packages prior to their release to production, ensuring that all PO/contract requirements are accurately reflected on Sales Orders and internal work instructions.
* Write customer-specific / program-specific product assurance program plans and compliance matrices and coordinate their approval by customers. Review and approve analyses and other contract data items.
* Work with Manufacturing and Engineering to develop and improve process specifications, rework and repair procedures, and other internal work instructions. Provide a liaison between Manufacturing and Design Engineering; to improve manufacturability and production yields, identify and eliminate recurring defects/failures, measure and report process performance following implementation of corrective actions.
* Represent the customers' interests during design review, change board (CCB), and material review board (MRB) meetings. Determine and enforce change reporting obligations and MRB disposition authority based upon a review of contractual requirements. Review and approve new/revised drawings, MRB dispositions, etc.
* Provide technical direction and support to individuals performing inspection functions and ensure the effective use of inspection resources.
* Actively participate in root cause analysis of defects and failures occurring in all product lines, when incidents occur during formal testing/inspection (ATP, QTP, etc.), and/or when failed units are returned by customers.
* Responsible for reviewing and approving all formal Failure Analysis and Corrective Action Reports before they are submitted to customers. Ensure that root cause is identified and that corrective actions are appropriate and effective. Ensure that corrective and preventive actions are thoroughly documented, monitored for timely resolution, and the results of implemented action are tracked and reported.
* Responsible for formalizing all waiver and deviation requests that are to be submitted to customers for approval. Ensure that all reasonable alternative actions/remedies have been explored before making these requests.
* Serve as Narda West's Lead Auditor: preparing, coordinating and/or conducting internal QMS and process audits.
* Shall work closely with Materials to develop suppliers, conducting supplier audits, surveys and capability assessments. Shall evaluate supplier corrective action responses and monitor on-going quality performance.
* Represent Narda West and the Quality department during formal program review sessions with customers. Provide an effective interface with customer representatives. Capable of presenting and supporting Narda West's production processes and process controls to customers government representatives and quality system registrars.
Qualifications:
* Technical BS degree (an advanced degree is preferred), or equivalent.
* At least 10 years of experience in a high-reliability product manufacturing environment.
* Extensive Quality Engineering background, Design Engineering, Manufacturing Engineering, Component Engineering and Program Management skills and experience will be an advantage.
* Preference will be given to individuals with RF/microwave knowledge and experience.
* In addition, the candidate must have technical knowledge specific to hybrid chip and wire manufacturing processes.
* Excellent communication skills, oral and written, are essential.
* Must be able to deal effectively with customers, suppliers, as well as with individuals at all levels of Narda West's organization.
* Knowledge of testing, statistical process control techniques, machine shop practices, plating and die casting technologies is preferred.
* Good supervisory skills desired.
