Raytheon Intelligence and Space (RIS) is looking for a mid-level experienced Subcontract Specialist to join their team.
In this role you will:
You will report directly to the Manager, Subcontracts - supporting multiple programs within the Assured Systems and Future Aircraft System and Technology (FAST) mission areas. Perform procurement and supplier management functions in support of U.S. Government and Commercial (Domestic and International) subcontracts. Administer and manage FFP/Cost Type subcontracts/inter-organizational transfers. Manage the overall sourcing and procurement activities from development through production and final contract close out. Manage tactical and strategic aspects of supplier relationship. Monitor and Manage incoming supply of materials to fully support MRP and independent demand; includes interface with functional and internal support organizations, such as Integrated Product Teams (IPT), Engineering, Production Control, Operations and Material Program Managers, and Program Office. Develop supply chain strategies and alternatives. Develop solutions to problems that require a high degree of ingenuity, creativity, and innovation. Perform risk analysis including identifying risks, opportunities, potential impacts, and mitigation plans. Lead the supplier management team and be the focal point for subcontractor performance. Includes: RFP generation, Review adequacy of requirements flow-down, purchase requisition and Statement of Work; Development of negotiation strategy and lead multi-functional negotiation teams; Negotiation of price, delivery, payments and all contractual terms; Purchase order Placement and maintenance; Earned Value Management; Milestone monitoring and completion assessments; Trend analysis. Able to perform Price and Cost Analysis. Able to communicate clearly, be proactive in a very fast paced environment, flexible, innovative, work with speed and agility yet be thorough, and drive tasks to completion

*Required Skills:

* 2+ years of Supply Chain experience of DoD procurement/subcontract management experience.
* Experience with FAR/DFAR.
* Project management and organizational skills
* Self-starter with the ability to work autonomously
* Strong verbal and written communication skills
* Proposal experience
* Experience with negotiation of price / cost, schedules, and terms and conditions
* Familiarity with all contract types (FFP, CPFF, CPAF,CPIF, IDIQ).
* Experience with Microsoft Office applications (Excel, Word, PowerPoint). Ability to travel domestically/internationally, if required.
* Experience developing and delivering presentations (verbal and/or written) to key stakeholders
* Familiarity with Long Term Agreements, Non-Disclosure Agreements, Best Value Source Selection
* U.S. Citizenship status is required as this position will need the ability to access U.S. only data systems.

Desired Skills:
* Experience with Price and Cost Analysis
* Direct experience in awarding and managing Cost type subcontracts
* Six Sigma and productivity improvement experience
* Experience working in an Integrated Product Team environment
* Knowledge and experience purchasing complex assemblies for military applications
* Ability to learn and effectively apply new tools, processes and procedures
* Ability to grasp / understand technical concepts / applications
* Detailed-oriented and able to work on multiple projects simultaneously

Ability to obtain and/or maintain a US Government Security Clearance

Required Education:
Bachelors degree in Supply Chain, Business Administration or similar
