Job Description

Position Summary

The Regulatory Affairs & Contracts Analyst is responsible for tracking and submitting regulatory filings to relevant federal and state agencies in an accurate, timely, and compliant manner.  The position reviews and analyzes documentation such as leases, contracts, agreements, deeds, rights-of-way, and title information related to leased or owned property, pipelines, and other assets. 

General Duties and Responsibilities

Partners with the Operations Team to collect the data necessary for adherence to regulatory requirements and provides administrative assistance to the Director, Regulatory Affairs and as needed to the Director, Safety.
Research, understand, and submit compliance reports ahead of deadlines. Gather and enter information to complete RRC Forms H5, P18, H10, P5, as well as various forms in New Mexico, Colorado and Wyoming, and others as required.
Create, maintain, and meet schedule of regulatory filing requirements (watch timetable).
Enter pipeline allocations into specified system (TTS).
Update and maintain well list tracking for all areas of business.
Assist in data production and other tasks related to regulatory audits.
Review, analyze and monitor contracts, forms and other documentation pertaining to Water Solutions real property transactions, with a particular emphasis on rights-of-way.
Extract and capture specific contractual terms (e.g., start date, royalty and payment terms, expiration date, legal description) including unique requirements, carefully proofreading work to validate data accuracy.
Input key information into tracking SharePoint software.
Own and manage content within the SharePoint data base, ensuring all entries are organized and cataloged appropriately and that data integrity is maintained at all times.
Submit and track documents for recording in various counties and states.
Responsible for extracting, entering and organizing the critical data necessary to ensure compliance with all contractual terms and obligations in a timely and accurate manner.
Assist in the preparation of documents as assigned.
Other duties as assigned.
Regular attendance at the worksite is required. 

Position Qualifications:  Knowledge, Skills and Abilities

Exceptional diligence and keen attention to detail, with tenacious commitment to data accuracy and organization. 
Strong technical competence to navigate diverse online systems.
Strong reading comprehension skills, including ability to understand formal agreement provisions, land descriptions and technical terms.
Critical thinking skills; demonstrated ability to comprehend, apply, analyze, synthesize, and evaluate information.
Strong communication skills, verbal and written.
Proficiency using SharePoint, Excel, and Outlook, with capability to learn new technology and systems quickly.
Working knowledge of a relevant area such as pipeline transactions in the oil and gas industry, land administration, contract administration, etc.
Ability to anticipate, resolve, and/or escalate potential issues.
Ability to work overtime as necessary.
Ability to be a positive representative of the Company both internally and externally.
Ability to work with respect and cooperation at all times with fellow employees, customers and other business associates.

Experience/Education:

Bachelor’s degree or Paralegal certificate.  Equivalent experience may be substituted for education.
1+ years of experience, in any of the following areas:  Paralegal work, land administration or similar activities for the oil and gas industry, and/or contract administration.
1-2 years of administrative experience working in a fast-paced, highly deadline-drive environment is preferred.
Exposure to or familiarity with, regulatory compliance is a plus.

Travel:

The Liquids segment supplies natural gas liquids to retailers, wholesalers, refiners, and petrochemical plants in the United States and Canada through its 21 terminals, as well as offers terminaling and storage services. The Retail Propane segment sells propane, distillates, and equipment and supplies to end users consisting of residential, agricultural, commercial, and industrial customers, as well as resellers.

The Refined Products and Renewables segment markets gasoline, diesel, ethanol, and biodiesel products; and purchase and delivers refined petroleum and renewable products. This segment also purchases and markets unfinished gasoline blending components for subsequent blending into finished gasoline for third parties. NGL Energy Holdings LLC serves as the general partner of the company. The company was founded in 1940 and is headquartered in Tulsa, Oklahoma.
