Holly Energy Partners located in Artesia, NM is seeking a Records Control Specialist. The Records Control Specialist will be responsible for control, security, accessibility, and timeliness of organizational documents that may be used by employees, such as asset records, policies, procedures, guidelines, regulatory documents, forms, templates, and training materials. Responsible for conducting training sessions and programs under general supervision.
ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)
* Works with stakeholders to develop, implement and maintain the document management system for the organization
* Ensures HEP record and document management meets all legally mandated requirements of CFR 49 Parts 192 and 195
* Manages the accuracy and integrity of business documents throughout the document life cycle
* Develops and communicates system performance reports to the HEP Leadership Team
* Administrator of OpenText, MyDocs application workflow and submittals to the Document Management System as well as ensuring timely and accurate use of the systems
* Assists with coordination of HEP System records and documents and the management of resulting reports
* Assists HEP personnel with questions related to document and record retention, document workflow, submission of documents
* Develops weekly, monthly and quarterly status reports and KPIs
* Makes recommendations to supervisory personnel regarding ongoing training needs of operations staff
* Prepares, posts and files records for all operations Notice of Change (NOC) postings and signature lists
* Adheres to strict action plans for changes and implementations
* Attends Safety meetings, training programs, safety reviews and other meetings as needed to remain current on any changes or upgrades
Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.
Experience:
A minimum of five year of on-the-job experience is required.
EDUCATION:
A minimum of a High School Diploma or equivalent is required.
REQUIRED SKILLS:
Working knowledge of Records Management and ability to apply this knowledge. Self-starter with initiative to work toward HEP goals. Good general knowledge of required Pipeline record keeping obligations. Good interpersonal skills and team player. Open minded and willing to accept change. Good organization and presentation skills and ability to effectively communicate with others, both written and verbal communication. Intermediate to advanced computer skills with ability to learn new programs quickly and proficiently. Ability to communicate effectively with others. Ability to perform intermediate mathematical calculations, and advanced reading and writing skills.
PREFERRED SKILLS:
Special training and/or Certification in record management systems such as Open text. Knowledge of required pipeline industry compliance records.
WORK CONDITIONS:
Office based and with travel up to 10% of the time by land or air required. Petroleum refinery, warehouse/plant environment, and out of doors environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, all outdoor temperatures and working in confined spaces. Subject to varying road and weather conditions.
PHYSICAL REQUIREMENTS:
Job conditions require standing, walking, sitting, talking or hearing, twisting, stooping, crouching, kneeling, making visual inspections, reaching or grasping, lifting and/or carrying up to 80lbs, pushing and/or pulling up to 80lbs, climbing up to 200ft, perceiving color differences, ability to wear personal protective equipment (beards not permitted), and strenuous physical activity. Job conditions may require ability to making precise hand and finger movements.
