Description
The Environmental Air Network Lead focuses on the overall Air Compliance and leadership of the Air Network. The role provides air program compliance guidance, drives work practice standardization, continuous improvement, as well as regulatory advice and interpretation for Air Media Regulatory Programs. Regulatory oversight includes CAA NSR/PSD permitting, Title V, NSPS, MACT, RSR, etc. This position supports all corporate BUs on Air regulatory issues.
Responsibilities May Include
* Air Program Compliance Guidance
* Influence the reduction of Compliance Deviations and Environmental Events
* Drive Work Practice Standardization
* Define WGLL for Programs
* Advise sites on Compliance Practices
* Manage the Air Permit Peer Review Process
* Participate in Issue Management Process and Regulatory Impact Analysis
* Manage Company Procedures (e.g. Release Reporting Requirements, Project Review Checklist, CPMS/CEMS guidance documents, BWON Certification requirements, etc.)
* Training/ Mentoring
* Develop and track Air program metrics to improve performance
* Risk Management (e.g., assist sites with mitigating compliance deviations)
* Participate in Regulatory Outreach
* Review BU Environmental Programs as requested
* Contribute to LRP Environmental Guidance
* Lead Air Program information acquisition for ESG/ SD Reporting and contribute to SD narrative
* Support Corporate Audits as needed
* Support Project Reviews as needed
* BU Due Diligence as needed
* Align ER&I Air program projects with BU needs (RSR NHVcz flare sampling, low-cost sensors, etc.)
* Assist with external inquiries
* Lead & Participate in Networks
* Lead Air Network
* Participate in other Networks: CEMS, TRI, Fenceline, LDAR, BWON, GHG/EMIS Networks, EnvLT, HSE FET
Position Requirements
Basic/Required:
* Legally authorized to work in the job posting country
* B.S. degree in Engineering or related field
* Previous experience in environmental management and resolving technical issues
Preferred:
* 15 or more years of experience in petrochemical industry
* Demonstrated expertise in Air related regulatory requirements
* Registered Professional Engineer

Phillips 66 operates as an energy manufacturing and logistics company. It operates through four segments: Midstream, Chemicals, Refining, and Marketing and Specialties (M&S). The Midstream segment transports crude oil and other feedstocks; delivers refined products to market; provides terminaling and storage services for crude oil and petroleum products; transports, stores, fractionates, exports, and markets natural gas liquids; provides other fee-based processing services; and gathers, processes, transports, and markets natural gas.
The Chemicals segment manufactures and markets ethylene and other olefin products; aromatics and styrenics products, such as benzene, cyclohexane, styrene, and polystyrene; and various specialty chemical products, including organosulfur chemicals, solvents, catalysts, and chemicals used in drilling and mining. The Refining segment refines crude oil and other feedstocks into petroleum products comprising gasolines, distillates, and aviation fuels at 13 refineries primarily in the United States and Europe.
The M&S segment purchases for resale and markets refined petroleum products consisting of gasolines, distillates, and aviation fuels primarily in the United States and Europe. It also manufactures and sells specialty products, such as petroleum coke products, waxes, solvents, and polypropylene. In addition, this segment generates electricity and provides merchant power into the Texas market. Phillips 66 was founded in 1875 and is headquartered in Houston, Texas.
