Description
The Environmental Specialist will work closely with all departments in the refinery to ensure robust system implementation of the HSE Management System and is specifically assigned to help meet environmental permit and plant requirements through oversight of environmental operating limits for all air related regulations and permits, and other responsibilities as assigned by their supervisor.
Responsibilities May Include
* Working routinely with all Refinery Departments to ensure compliance with Local, State and Federal permit requirements.
* Managing the Title V (Air Operating Permit) requirements and obtain air permits from regulatory agencies
* Managing assigned programs and environmental permits including coordinating with contractors and laboratories.
* Preparing reports, plans, work plans and general correspondence to regulatory agencies.
* Guide and provide training to Refinery employees for assigned programs and permits.
* Participating in Corporate Annual Compliance reviews, third party audits and agency investigations. Leading internal environmental audits and agency inspections for assigned programs and permits.
* Evaluating new environmental regulations to determine impact to business.
* Initiating new projects (includes defining project scope) necessary to comply with new environmental regulations. Monitors the execution of environmental projects to ensure completion, including applications.
* Interacts and represents Phillips 66 with regulatory agencies, advocacy groups, and special interest groups.
* Participate in 24-hour environmental duty rotation. Provide support during on/off hours during operational incidents/emergency response efforts.
Position Requirements
Basic/Required:
* Legally authorized to work in the job posting country
* Bachelors degree in Engineering, Science or Environmental
* 3 or more years of direct experience in environmental field
* Proficient in Microsoft suite (Word, Excel, Power Point and Outlook)
* Possess a valid Drivers License

Preferred:
* 5 or more years of work experience in environmental field, preferably in refining/petrochemical industry
* 3 or more years of experience maintaining site compliance with air regulations
* 3 or more years of experience with Continuous Emissions Monitoring systems
* Effective regulatory negotiation experience
* Excellent verbal/written communication skills, including effectively communicating complex regulatory issues and effectively present information and respond to questions from managers, other refinery personnel and agency personnel
* Demonstrated leadership and organization skills
* Ability to interface effectively with others to problem solve and work in a self-directed team environment
* Ability to prioritize and manage multiple assignments
* Strong working knowledge of Washington State environmental regulations
The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Phillips 66 operates as an energy manufacturing and logistics company. It operates through four segments: Midstream, Chemicals, Refining, and Marketing and Specialties (M&S).
