Description
The Phillips 66 Wood River Refinery is looking for Project Engineers to manage refinery projects. Several different specialties are desired:
* Experience managing projects between $20.000,000 and $50,000,000. Projects greater than $15,000,000 will typically be designed by an outside engineering firm so the Project Engineer will oversee the contract engineering firm and act as a liaison between them and Phillips 66
* Instrumentation projects experience involving all types of flow, temperature, level, pressure, vibration, analyzers, control valves, motor operated valves and motor controls with wiring and infrastructure to DCS systems (i.e. Honeywell), PLCs and Safety Systems in refinery or chemical manufacturing facilities
* Rotating equipment projects experience involving API and ANSI pumps, reciprocating compressors, centrifugal compressors, and other equipment in refinery or chemical manufacturing facilities
The Project Engineer is a member of the refinery projects team and is responsible for leading and assuring success of assigned projects from concept development through project closeout. They are accountable for the success of all phases of a project. They establish project objectives and ensure they are met with respect to safety, environmental, quality, reliability, cost and schedule. The Project Engineer will manage multiple projects at the same time while assuring the projects adhere to the Wood River Refinery project work process.
Responsibilities May Include
* Develop projects using the Front-End Loading (FEL) process through project approval
* Work with the key stakeholders to ensure the project scope will meet project objectives
* Utilize estimating and scheduling tools to develop project estimate and schedule for funding authorization requests (AFD/AFE)
* Develop funding requests (AFD / AFE) using good communication skills and engaging appropriate Refinery work groups in developing the funding package
* Engineering
* Complying with P66 policies and procedures, P66 Refinery Engineering Practices (REPs), and agency/governmental regulations.
* Follow Management of Change work process through entire project steps
* Identify and implement innovation and trends into the project plan to reduce cost and schedule.
* Develop, issue, and award bid packages for engineered equipment and fabrication.
* Issue IFC packages to construction
* Construction & Startup
* Fully integrate project execution with refinery needs including turnarounds
* Work with construction coordinator to monitor safety, quality, cost, and schedule
* Evaluate and approve field change and scope change requests
* Work closely with Operations to assure project is successfully commissioned and started up
Position Requirements
Basic/Required:
* Legally authorized to work in the job posting country
* Bachelor's degree in Engineering
* 5 or more years experience in refining or related industry
* Valid Driver's License
* Proficient with Microsoft suite (Outlook, Word, Excel, and PowerPoint)
Preferred:
* 5 or more years of project engineering experience
* Experience working with Engineering Firms either directly or as an owners representative
* Familiarity with Microsoft Project, ICARUS, and SAP
The Wood River Refinery is located in Roxana, Illinois, about 15 miles northeast of St. Louis, Missouri, at the confluence of the Mississippi and Missouri rivers. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrocracking, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, low-sulfur; heavy, high sulfur; and high-acid crude oil. The crude supply is sourced domestically or from Canada. Wood River produces a high percentage of transportation fuels. Other products include petrochemical feedstocks, asphalt and petroleum coke. Refined products are distributed to customers by pipeline, rail car, barge and truck and are shipped to markets throughout the Midcontinent region.

Phillips 66 operates as an energy manufacturing and logistics company. It operates through four segments: Midstream, Chemicals, Refining, and Marketing and Specialties (M&S). It also manufactures and sells specialty products, such as petroleum coke products, waxes, solvents, and polypropylene.
