Manager - Network Investments

Job Description

The Network Investments Manager is responsible for establishing the system requirements for the procurement of domestic and international long haul network services and assets for Facebooks global backbone network. Activities include identifying the current and future market supply, developing new asset workflows, and generating requirement documents and evaluation criteria for existing and new contracts. In collaboration with the Backbone Planning and Network Engineering teams, the Network Investment Manager will identify technical specifications and system developments. They will develop the business case analysis for new investments, support negotiations of commercial terms, and work with internal legal and finance departments for timely execution of supplier contracts.

Manager - Network Investments Responsibilities

* Manage a portfolio of supplier contracts in the assigned geographic region by executing new capacity orders, changes, and decommissions

* Oversee the performance of the contracts, tracking and ensuring supplier compliance within the terms and conditions of the contract, processing of supplier invoices, and renegotiate contract terms as needed

* Track and stay informed of the telecom wholesale market technological and commercial developments and establish requirements for internal data tooling

* Engage with new suppliers as needed, support the negotiation of commercial terms, and work with the legal, finance and engineering teams for timely execution of Master Service Agreements

* Manage and develop the internal system requirements for the Network Investments production team, including contract repository, supply inventory, and vendor management tooling

* Work closely with the finance and accounts payable teams to develop financial reporting and analysis dashboards for budget management, large commitment projects, and quarter over quarter spending

* Identify internal workflow improvements to define the requirements for development improvements

* Create reporting tools/scripts to aid in managing the supply chain metrics used for supplier reviews

* Analyze fiber network data, identify potential issues, and manage reporting within internal teams

* Ability and willingness to travel up to 30% of the time within North America

Minimum Qualifications

* Bachelor's in Computer Network, Computer Science, Computer Systems Networking and Telecommunications, Electrical Engineering and Computer Sciences, Electronics and Communication, Mathematics and Physics, Mechanical Engineering, or Physics

* 1+ years of sourcing management or carrier relations experience in long haul network products and services

* 2+ years of experience using data to prepare, analyze, and present quantitative and qualitative comparative analysis

* Business and technical knowledge of networking

* Experience developing system requirements to enhance vendor contracts and market evaluation

* Experience working cross-functionally with engineering, finance, and legal teams
